Special Council Meeting
9/22/93
I'age Two Mr. Forsberg explained the varieties of materials that could be used for the barrier. He
said they could ask for wood but could not be real specific (such as which type of
wood.)
Discussion was held about locating plantings on either or both sides of the wall.
Mayor Rinker said plantings on both sides of the wall would improve aesthetics.
Mr. Forsberg said they would consider moving the location of the wall to allow for
plantings. There will be plenty of time to get that information together.
Mr. Fixler asked if they have any other assurance that this is what they are going to get.
Should the State say they will not put Sound barriers up--if there any way that can
happen?
Mr. Forsberg said they must do an environmental assessment and make commitments.
It is a Federal requirement they have the sound barriers. If they do not, their Federal
funding could be cut off. Everything should be in place before it opens up.
Mayor Rinker questioned if the cast of lighting is being addressed.
Mr. Forsberg said they are keeping the lights right in the median which should cut out
unwanted light.
Mr. Busa asked if they are prepared to abandon our safety forces' concerns. He asked if
the Chiefs are aware they are not going to get what they want in total.
Mr. Hovancsek said an additional slip ramp was added on White Road. There would
be a problem for a fire engine to go through the opening in the wall, but it can go
through if it has police vehides with it.
Mrs. Cinco said we do get mutual aid from Willoughby Hills and Mayfield Heights.
They can cover us very well. Chief Mohr would like more but understands and realizes
this is it-we are not going to get more.
Mr. Hovancsek said there is only one opening in the entire median which is on White
Road--they made an exception to put that in.
Mayor Rinker said the fact is there are conduit lines being put in that median that were
not originally designed, so it will be camera-ready.
