Special Council Meeting <br />1/22/96 <br />Page 2 <br />[Note: A copy of Mayor Rinker's memorandum regarding his 1996 appointments, <br />dated January 16, 1996, will be attached to the minutes as a permanent record. djh] <br />Council President Fixler said he and Mayor Rinker, Mrs. Cinco, Mr. Brett, and Mr. <br />Mason (of the Citizen's Advisory Committee) met with Professor Simons two <br />weeks ago. Mr. Fixler said they are contemplating doing a study for us with regards <br />to the development of land between S.O.M. and Highland and the golf course. Mr. <br />Fixler said they found it to be very informative and wanted to have a presentation <br />made before Council. Mr. Fixler said he would like Council to be prepared to act this <br />evening on this so we could get started because time is of the essence. <br />Council President Fixler introduced Robert Simons, Associate Professor of Planning <br />and Development from Cleveland State University College of Urban Affairs and his <br />associate Kevin O'Brien, Director, State & Intergovernmental Initiatives Program <br />from the Urban Center at C.S.U. (Mr. Fixler also introduced the members of Council <br />to Professor Simons and Mr. O'Brien.) <br />Professor Simons said they would like to present tonight their proposal to develop <br />an economic and fiscal impact of the aforementioned property. Everyone should <br />have a copy of the proposal. He invited everyone to ask questions at any time. <br />Mayor Rinker introduced the members of the Citizen's Advisory Committee in the <br />audience. He said more members of the committee will be coming later. He said <br />Professor Simons and Mr. O'Brien will probably have to make two presentations. <br />Professor Simons said the overall objective is to identify the costs and benefits <br />associated with different development schemes for this parcel which is several <br />hundred acres under multiple ownership. He understands the tlillage has an <br />option on the golf course for between 4 and 5 million dollars to be exercised over the <br />next couple of years. This represents a public real estate management problem. <br />Studying land control in the area seems like a logical move. You have quality <br />developers--Forest City--one of the players in the project. They have a national <br />reputation for excellence. Some of the things they are proposing are pretty intense. <br />We would like to provide a process by which we can assist you in making decisions <br />about this project. We will build a computer model that will enable you to model <br />several different scenarios--5 different development schemes. We will look at the <br />various impacts on the Village and local school district. <br />
