Special Council Meeting <br />1/22J96 <br />Page 4 <br />Mayor Rinker said the reality also is that people tend to have things suspended in <br />space and start to say if I know it will have this impact or that impact, then I would <br />probably prioritize this way.... We are trying to assist people in setting those <br />priorities. , <br />Mr. O'Brien said as we provide more information and have a continued dialogue <br />over this, he thinks a series of ideas how these issues come together (and how if <br />this, then that) will emerge. The way he and Professor Simons have thought about <br />this is that it is as much of a process as it is a data project. We know what the <br />bottom line will be on providing not only information for you to interpret but for <br />us to assist you in interpreting that. <br />Professor Simons said part of our job is to provide common terminology. We will <br />get the terms down so we can have the same vocabulary. We will also look at the <br />project from the perspective of the developers. Professor Simons said we would like <br />to help you cut a fair deal for everyone, but they [the developers] do have needs and <br />those needs need to be addressed. We will try to add that into the model; we will <br />probably have to talk with them. Then, we will build the model. Hopefully, we will <br />have a way in advance to tell which scenario is best. Then, we will model the <br />existing layercake zoning--that will be the baseline scenario. We will present that <br />about halfway through the project. At that point we will need other scenarios to <br />model. The Mayor has shared with us one original proposal from Forest City which <br />may be one of the scenarios. Some of the scenarios will possibly include a golf <br />course, which is pretty complicated. Having the golf course is fantastic strategy; it <br />gives you an opportunity to create value for the developers. A land swap could be a <br />possibility and would get- the developers attention. <br />Mr. O'Brien said the project is approximately 16 weeks long. The tasks will be to <br />gather background and fiscal information (about 6 weeks in duration.) We will have <br />a progress meeting about mid-point in the process. By week eight, we will begin to <br />develop the four model scenarios and then, the final weeks of the project we will <br />begin to formulate. Perhaps 2/3 of the way through the project, we will have some <br />preliminary information in the form of a preliminary report. We will feed <br />information to you all through the process as it comes to us; you will not have to <br />wait for formal reports, or wait until the end of the project for final reports. We will <br />have a write-up on the progress on week 7-10, a report to you in week 10, and a final <br />report to you at the end of the 16-week period--which will be accompanied by a final <br />presentation of the information. .
