Regular Council Meeting 1/29/96 <br />Page 19 <br />Mayor Rinker asked if they have an estimated time for getting it in front of the <br />Commissioners for their approval. <br />Mr. Hovancsek said the contractor was hopeful it would be before the Board next <br />week, but he is not sure. He has a call into Ruth Langster. He will find out and give <br />Mayor Rinker a memo to let him know where it is at. <br />Council President Fixler asked what effect this will have on the direct tie-ins, if any. <br />Mr. Hovancsek said it will reduce the overall improvement construction cost by <br />roughly 20%. <br />Mr. Brett said unfortunately, the way the Issue II is designed--if you have a lower <br />cost, some of your grants may be eroded. <br />Mayor Rinker said they adjust accordingly. <br />Mr. Ferrante asked if we are going to continue having police officers sworn in, in . <br />front of Council, like we did tonight. <br />Mayor Rinker said he suspects we will; we have done so before. <br />Mr. Fixler said one item that was brought to his attention by a Mayfield Heights . <br />resident who was at the Mayfield Racquet Club when someone had a heart attack <br />there. It was mentioned that perhaps we might look at entertaining a resolution or <br />an ordinance that would require oxygen on a sports facility. <br />Chief Mohr said he .believes he would be looking for a tremendous liability from a <br />private organization. He suggested he ask the Law Director about this. Chief Mohr <br />said he believes they average between 10 and 20 calls down there a year. (It ranges <br />from twisted ankles and sprained fingers to heart attacks.) You must have an EMT <br />card to administer oxygen. <br />Council President Fixler asked if Chief Mohr feels it is a necessity that active sports <br />facilities should have somebody with training as part of their staff until an EMS <br />crew can respond. <br />Chief Mohr said he thinks that is between the private operator. and their clientele. <br />He said in the Greater Cleveland Conference, at every football game, they are. <br />required to have a physician on the sidelines. He beliPVes that is a business <br />decision.
