Regular Council Meeting <br />11-18-96 <br />Page 6 <br />Mayor Rinker said in order for Progressive to line up its driveway at Alpha the driveway by being <br />able to come into Alpha cuts through a buffer of 90' which was dedicated by ordinance in 1971. At <br />that time that site (then owned by Gould) was rezoned from single-family residential to commercial. <br />The 90' buffer is strictly on Progressive's property but dedicated for the purpose of maintaining r <br />green space. There was a vote of the Worton Fark Home Owner's Association endorsed by Council <br />which said in exchange for a number of items, the driveway would go in with the understanding no <br />other structures would be built. 7ust east of the curb is still part of the buffer but in order to <br />accomplish improved traffic flow through there, we all agreed adding the outbound lane to the <br />driveway maices a iot of sense. He expiained there is now more green space west of the driveway <br />because two homes were demolished. <br />Mr. Buckholtz said he is in favor of increasing traffic flow and avoiding gridlock. We are doing <br />work that technically is in the buffer-but it is not toward the residential side of the buffer and it <br />does not set any preference for work that would be west of that drive. <br />Mayor Rinker said certainiy not west of the drive and it just about exhausts just about any other <br />usable space. <br />Dr. Parker asked what they are building now. <br />Mayor Rinker said it is a sign. <br />Mr. Fenante, seconded by iVIr. iVIarquardt, made a motion to authorize the widening of the <br />Progressive driveway adhering to the plans submitted to Planning and Zoning. <br />Roll Call: AYES: All <br />NAYS: None IYlotion Canied <br />Authorization Given <br />First Reading of Ordinance No. 96-40, entitled; "An emergency ordinance authorizing the Mayor <br />and Council President to enter into a contract with S.E. Johnson Companies, Inc. in an amount not <br />to exceed $73,155.55 for the VViiite Road Resurfacing Inprovement Project:" introduced by iVlayor <br />Rinker and Council as a Whole. <br />Councii President Fixier said iVir. Cappeiio has requested Ordinance No. 96-20 remain on first <br />reading. <br />First Reading of Ordinance No. 96-41, entitled; "An emergency ordinance authorizing and <br />directing the Mayor to enter into a contract with North Coast Snow Plowing." Introduced by Mayor <br />Rinker and Council as a Whole. <br />Mr. Busa, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions.
