Regular Council Meeting <br />12-16-96 <br />Page 4 <br />Councii i'resident Fixier asked tlie representatives from Sunrise Deveiopment to make their <br />presentation at this time. <br />David Bader, Senior Advisor with KA Inc. said he is here representing Sunrise Land Development <br />and Goldberg Companies on this project. He said Larry Goldberg of Goldberg Companies, Paul <br />Degeorgio from Sunrise and Greg Hall from KA are here with him. Mr. Bader said they have been <br />in front of Council a number of times regarding this project. This involves a piece of land that lies <br />just west of S.O.M. Center and Highland Roads. He showed the proposed preliminary plan (which was on the bottom of a sheet he showed Council and the audience.) He said they asked the Board of <br />Appeals for a variance for the length of a cul-de-sac. The Board of Appeals denied the variance so <br />they are back in front of Council this evening for an appeal of that decision_ Mr. Bader said through <br />the sketch plan process, they had presented in the initial scheme, a curb cut that would go into parcel <br />"A". At that time, they felt they wanted to limit traffic across from the residential area. He said <br />they were asked to look to eliminate that access to parcel "A" and to gain access off of this point (he <br />showed them on the plan). He said the drive had come through at a 90° angle; they were asked to <br />soften that. The Board of Appeals denied this request for a variance. Mr. Bader said the variance <br />request was substantial the code requires 500' for a cul-de-sac this was for 2,850'. Bader said to <br />his knowledge, this plan meets many of the comments that came up from Planning and through <br />Council. Their only other option to eliminate the need for the variance for the cul-de-sac (if they <br />were not to get approval of this variance) would be to loop the road and bring it in adjacent to <br />Hickory Hill Drive making this a 4-way intersection across from that residential street. This is what <br />they are bringing to Council for discussion. They feel they had done most of the things asked of <br />them in the preliminary sketch plan presentation in developing this preliminary plan. They are in <br />front of Council- this evening to work witli them to try to deveiop a soiutibn to wliat has become a <br />problem for them. <br />Councii President Fixler said when Council initiaily granted the conceptual approval, they made it <br />very clear that it was concept approval only-it did not include any variances. <br />Council President Fixler asked Ch'ief Mohr if he lias a preference of'what the area shouTd be from <br />the safety point of view. <br />Chief Mohr said the second plan makes more sense for two reasons: <br />1. The cul-de-sac only allows one in and one out any blockage would hinder their movement <br />toward the rear of the property or the rear of the occupancies on the cul-de-sac. <br />2. There is a dead=end-water main on S.O.IVI C-enter Road north of-Highland Road. So there would <br />be a dead-end water main off of a dead-end water main if a cul-de-sac were put in. <br />Chief Mohr said he is much more comfortable with option 2. Chief Mohr said a developer will have <br />to look at the water system quite closely down there because that is a dead-end main coming off <br />Highland. When Lake County split the water system, they closed the valve and that is now a dead-
