Regular Council Meeting <br />12-16-96 <br />Page S <br /> <br /> <br /> <br />end residential area. That means we don't have enough water if there was a major incident of fire- <br />if there is a lot of development there-there may not be enough water to go around. <br />Mayor Rinker asked where the next connection would be. <br />Chief Mohr said that would be up to the engineer. Realistically, they will have to come off <br />Highland Road and loop it around. It comes in off Highland Road at S.O.M. and then goes to White <br />Road and dead ends right there. It continues southbound and is looped by Beta and by S.O.M. <br />Chief Mohr said the cul-de-sac and dead-end main would really interfere with our insurance rating. <br />Council President Fixler asked Lt. Liggett what effect the proposals would have on his traffic flow. <br />Lt. Liggett said they would both be bad. Either way, there must be a traffic signal. He thinks the <br />bottom one would probably work better. There would have to be a traffic signal at each <br />intersection. With the top proposal, you would have traffic coming out one way only and that is <br />awful close to Highland Road. There would be great potential for a gridlock. He thinks the bottom <br />proposal would be better. From a crime standpoint, two ways in and two ways out for a criminal <br />incident the bottom one would probably work better as far as traffic pattern would go to alleviate <br />getting traffic out but it would create potential gridlock for rush hour. <br />Council President Fixler asked Mr. Hovancsek if the Engineering Department has any preference. <br />Mr. Hovancsek said he thinks the bottom proposal would probably work better for distribution of <br />traffic and for the utilities. <br />Council President Fixler asked if Council had any questions or if Mr. Bader had anything to add. <br />There were no additional comments. <br />Council President Fixler asked Miss Heath to take a vote to uphold the decision of the Board of <br />Appeals. Ayes vote would uphold their decision; a no vote would be to overturn their decision. <br />Mr. Ferrante, seconded by Mrs. Cinco, made a motion to uphold the decision of the Board of <br />Appeals regarding the variance request for a cul-de-sac for Sunrise Development. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />BOA's decision is upheld <br />Council President Fixler said they should work with plan two. <br />One of the gentlemen with Mr. Bader asked if they will need a conceptual vote like they did before.
