Special Council Meeting
1-11-99
Page 2
Mr. Brett said this year_ will focus on environmental clearance with bids going out in 2000.
1V1r. Busa said in 1969-71 we spent a lot of time begging them to widen SOM for free and they
were going to. He explained why that didn't occur and questioned why it can't be free now.
Mr. Hovancsek said the Highway Department has become short of funds and is not funding
projects anymore.
Mr. Busa asked about using the old plans.
Mr. Hovancsek explained the standards are-different now. The old plans were done with low
volume traffic--before North Chagrin Commons, Alpha Drive, etc.
Mr. Fixler said the bike path was not there.
Mr. Hovancsek explained that what is required now and what was required then is totally
different--regarding wetlands requirements etc.
Dr. Parker questioned our debt obligation.
Mr. Brett said a portion of the 4.8 million will come from Progressive's assessment. Another
portion will come from the TIF agreement.
Dr. Parker said he would like the project laid out with realistic numbers--he would like to be
comfortable with the numbers.
Mr. Brett said that unless we get environmental clearance reports, we will not have a firm grasp
of what is going on.
Mr. Busa asked if we have any voice in what kind of roadway it is--he has heard rumors that it
will be 6 lanes with a median in the center.
Mr. Brett said Mayor Rinker has envisioned two lanes on each side with a median comprising
the same width as two lanes. It will primarily be on the west side of the street.
Mr. Marquardt said when we get the plans and review the roadway, that is the time to discuss
this.
Mr. Brett said Mayor Rinker would like to set up a meeting to discuss this with the Engineers
present.
Mr. Marquardt asked if there were any other questions relative to this ordinance.
There was no further discussion.
