Special Council Meeting
1/2/95
Page Two
Mr. Busa, seconded by Mr. Ferrante, made a motion to adopt the Resolution.
Mayor Rinker said he thinks it is important for people to understand that this is not just
a good deal; overall, there is a utility to using motorcycles. He asked to incorporate into
the minutes Chief Stevens' memo to him dated 12-28-94 which lays out those items.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
Resolution Adopted
Second Reading of Ordinance No. 94-55 entitled; "An ordinance providing for tax
revenue sharing with the Mayfield District Schools, with conditions." Introduced by
Mayor Rinker and Council as a Whole.
Mr. Ferrante, seconded by Mr. Basile, made a motion to amend Ordinance No. 94-55 to
include the following amendments (read by Mr. Diemert):
Mr. Diemert said the amendment will be to reflect the draft that has a(2) in parentheses
at the bottom of the first page. The changes occur in the fourth whereas which was
added, which states as follows: "whereas Council hereby commits to share such
revenue as hereinafter provided, contingent on annual reports from the School District
specifying how much revenue has been allocated, used and/or committed and further
contingent upon a ten-year, in-depth analysis with review by Mayor and Council to
verify the use of such revenue as being consistent with and towards the best interest of
Village residents. Barring a negative conclusion of such review, the revenue sharing
will continue for the remaining five-year period as committed." Then, in Section One,
the ten was changed to fifteen. Then, those same requirements as indicated in the
"whereas" were set forth as the last sentence or two under Section One.
Mayor Rinker said on the second page under item C, that should read (15) fifteen also.
Mrs. Cinco asked if there was any further discussion from Council of the changes.
Mr. Flynn asked Mr. Ferrante if he has any problem with the change in the years.
Mr. Ferrante said he has no problem as long as there is an evaluation.
Mr. Buckholtz said he is curious--bouncing back from ten and the fifteen. We are
calling it a 15-year program; what is the criteria of evaluating it at the end of ten years.
