Special Council Meeting <br />1/2/95 <br />Page Seven <br />Mrs. Cinco said Joe just said it could happen anyways. She agrees and thinks as they go <br />along, in as much as we have asked in the legislation for an annual report, in that <br />annual report will be a lot of information that we want to see. <br />Mr. Buckholtz said, other than that, he really does not have a problem. He has been <br />vocal on this issue. If it is a 15-year abatement; it is a 15-year revenue sharing. Where <br />does this other language come in? Like all of a sudden, a change. <br />Mayor Rinker said he agrees. To him, it was strictly a response. His feeling is 15 years. <br />It makes no sense to have this any less than 15 because the period of the abatement is 15 <br />years. That defines it. This came about strictly--almost as a quirk--that for those who <br />felt that ten years would be a more limited period of time. <br />Mr. Buckholtz said that may be better. Would that help the people that are skeptical-- <br />instead of reviewing this thing after ten years--even enhance the terminology that we <br />have to be totally satisfied at the end of each year. He would say you could go back to <br />the constituents and say--he would rather it be like 15 times we have re-evaluate this <br />thing. <br />Mayor Rinker said we can do that at any time. The idea of an annual report at least <br />presents an opportunity. It like waves a flag. <br />Mr. Buckholtz said he would remove the ten year and enhance language on the yearly <br />review. Because, otherwise, we run the potential of it being misinterpreted--someone <br />could misinterpret it that we chopped it from 15 to 10. He would rather it be that <br />people have confidence in us to review this thing each year. If it is not working and if it <br />is not impacting the way we intended it to, it will be volatile. <br />Mayor Rinker said his response to that is, if we put in each year, we are asking for more <br />trouble than it is worth. He said you cottld still do it, but he thinks you are creating a <br />much more opportunity for conflict: <br />Mrs. Cinco said her question would be the controversy we would get it on the dollars. <br />Would that in turn some Councils want to give more or give less. In some respects, I <br />think we came up with a nice equation in the 13% we have. <br />Mr. Buckholtz said he does not have a problem with the percentage. <br />Mrs. Cinco said do you want the language written so that we don't play with the <br />amount every yeax. That would be her concern from a budgetary standpoint.
