Special Council Meeting <br />1/2/95 <br />Page Eight <br />Mr. Buckholtz said if it is not used properly, then he would not...he likes the way it was <br />put together. He likes the technological program for Center School. If there was a way <br />to carve out the high school in such a way that it was Mayfield Village students, it may <br />be practical to do that. <br />Mr. Fixler said as he is listening to this, he thinks there are two issues here. One of the ' <br />issues is the one Larry just brought up about the one year renewable. Then, there was <br />another issue that the dollars are for Mayfield Village and would they be spent on <br />Mayfield Village children. He thinks it is important to look at Progressive as the <br />company that we are talking about here. He thinks it is important to answer those <br />critics where the dollars are coming from by simply saying--let's understand this-- <br />Progressive came to Mayfield Village building their world headquarters from other <br />communities. A lot came from Mayfield Heights, a lot came from Highland Heights. <br />Those communities are missing out on dollars that Mayfield Village has benefitted. The <br />shift of dollars from Highland Heights into that school district and the shift of dollars <br />from Mayfield Heights to the school district is now shifted into Mayfield Village to the <br />school district. So, I think it is very easy to say to someone--look, we are spending these <br />dollars on Mayfield Village children for the most part. However, Mayfield Village is <br />also the recipient of tax dollars from other communities number one. Number two, Bill <br />took the words sort of right out of my mouth about this one year renewable situation <br />that Mr. Flynn just brought up. So, you have a situation here of talking about a 10-year. <br />The Mayor has stated all along that Council could repeal this if Council wanted to. He <br />is wondering if there is legislation that could be drafted--if there is not objection--similar <br />to what you have for the 10 years, if there is no objection to how the money is being <br />spent, if the money is being spent in the way that it was intended to be. <br />Mr. Buckholtz said that it would be automatically renewable--a yearly automatic <br />renewal unless there was a problem. <br />Mr. Fixler said exactly. It would take an objection from Council to go forward and say <br />we want to stop this at this point. He does not think there is anything wrong with that. <br />Mayor Rinker said neither do I. Let me understand if I hear this correctly, because it is <br />refreshing to hear, finally, your reference to these dollars from other communities <br />because we have counted on that for the longest time. That we are trying to achieve a <br />balance within the school district across different entities, because we get into we rob <br />Peter to pay Paul. Highland Heights is an eloquent example. They lost 18% of their <br />revenues when Allen Bradley moved out to Mayfield Heights. Let me see if I <br />understand this. To me, this would be perfect. You stick with the 15, no reference to
