Regular Council Meeting <br />March 20, 1995 <br />Page Ten <br />Mr. Fixler asked if this maintenance requires any special equipment. <br />Mr. Dragman said nothing the Village doesn't already have--as far as he knows. <br />Mr. Fixler asked if there were any other questions from Council. <br />Mr. Basile asked who is playing for it. <br />Mr. Buckholtz said he had asked these questions as early as August. It is his <br />understanding that the general fund would pay for this project because it is a drainage <br />improvement to Wiley Park itself. <br />Mr. Flynn asked if Mr. Dragman would provide some type of written instructions so <br />the groundskeeper will know what to do even if Mr. Dragman is not there. <br />Mrs. Cinco asked when he anticipated starting this and how long it will take until <br />completion. <br />Mr. Dragman said phase one would take two days if they have a dry field to start with. It <br />must be completely dry. <br />Mayor Rinker said we have seen this plan before. It is kind of a continuation of what <br />we have been doing at Wiley Park. Mayor Rinker said he looks at this as a capital <br />improvement. It is up to Council how they want to go with the drainage. Realistically, <br />if we are looking to making an improvement in the area that this is a relatively modest <br />capital investment in it. He thinks this would be something separate and apart from <br />the regular Recreation budget; we are looking to improve public facilities in the only <br />park we have. <br />Mr. Fixler said he believes it is important to track certain funds. It does not matter <br />whether it is from the General Fund or whether it is from the Recreation Fund, because <br />if the Recreation Department needed funds during the course of the year (if they were <br />out of money), then we certainly could put monies in from the General Fund. Mr. <br />Fixler said he views this as a recreational expense. This situation is being done because <br />our softball programs need this field. This field is not playable when it rains. He does <br />not see any harm in taking it out of Recreation; he thinks it is a better way to track it. <br />He would like to see any recreational expenditure kept in Recreation. <br />Mr. Ferrante and Mr. Basile agreed. <br />Mrs. Cinco said as long as it gets done, she does not see the point.
