MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />March 27, 1995 <br />The Council of Mayfield Village met in special session on Monday, March 27, <br />1995, at 7:00 p.m. in the Council Chambers at Village Hall. Council President <br />Mark Fixler presided. <br />ROLL CALL: Present: Mr. Buckholtz, Mr. Busa, Mrs. Cinco, <br />Mr. Ferrante, Mr. Fixler, and Mr. Flynn <br />Absent: Mr. Basile <br />Also Present: Mayor Rinker, Mr. Amendola, Mr. Brett, Mr. <br />Cappello, Chief Mohr, and Miss Heath <br />Mr. Fixler said he understands there are a few people in the audience who <br />would like to address Council. He suggested if some people represent a larger <br />group, that they speak first. <br />Tim Scasny, 648 Meadowood, said several fellow citizens have been <br />discussing the North Trunk Line. They have a lot of questions because of the <br />shortness of time and the meeting at the County Commissioners tomorrow <br />about the Resolution of Necessity which, as he understands it, clinches that <br />there will be an incoming sewer project. Mr. Scasny said it is unfortunate that <br />we have come to this point and do not have these answers yet. He presented <br />a list of concerns and questions to Mayor Rinker and Council President Fixler. <br />Mr. Scasny said the first paragraph asks for a 30-day delay to discuss this. He <br />knows what that might mean in Issue II money. His purpose is not to destroy <br />the chances of getting the Issue II money, but one of their questions is, "Is this <br />really necessary?" Mr. Scasny said he is a septic tank owner. He feels that <br />they are a small number (386) of people (of 2,600 total people of Highland <br />Heights and Mayfield) who are being asked to pay a huge amount of money <br />up front or later down the road. There is no guarantee of any kind of funding <br />in several years when sewers start coming down their streets. Mr. Scasny said <br />the Mayor has given them an opportunity to go to the Community Center <br />after this meeting. He invited everyone to go over there. Mr. Scasny said <br />they are very concerned how they are going to pay for this. There needs to be <br />more discussion by the people on this topic. <br />Mike Monaco, 6442 Highland Road, said a few of us on Highland Road have <br />deep lots (that are 1190 feet deep). The back 400 feet of those lots are zoned <br />commercial. Our indirect assessment is $6,977.50. That is 5 times the average <br />cost of a residential lot. He fears his direct assessment will also be 5 times
