Special Council Meeting <br />3/27/95 <br />Page Two <br />higher than anybody else's. He does not know what he wants to do--if he <br />wants to zone his lot all residential, if he could do that. Or, if the Village <br />could give special consideration to the residents who have this problem that <br />even thought that little bit of commercial land is there, that they could pay <br />the residential rate. For the amount of money he is being charged, Mr. <br />Monaco said he could put in 7 or 8 septic systems. <br />Mayor Rinker said he does not think anyone on Council will have a problem; <br />he does not think that is something the Village will take a very strong <br />position about one way or another. Mayor Rinker said he will direct him to <br />the Law Director to see what needs to be done to make a rezoning request. It <br />is a lot harder to go from residential to commercial than vice versa. Mayor <br />Rinker said we have tried to get the word out and have been working hard to <br />find ways to reduce the cost. First and foremost, at no time has the Village <br />ever had any misconception that these sewer lines had to be put in--it was <br />always a question of when. At tomorrow's meeting, he certainly hope that <br />that issue is put to rest. Regarding the 30 day extension--he has no qualms to <br />get up in front of the Commissioners and say that because there are these <br />questions and because we are well aware that once we start on this, that this is <br />a long-term project, that we want to make sure that everyone has a fair <br />understanding. He would be, quite frankly, surprised if the Commissioners <br />would say they can't wait. Mayor Rinker said we just received an agenda of <br />speakers (for tomorrow's meeting); extra copies are on the table. There is a <br />Kenwood Home Owner's meeting in April 6. For those of you who are not <br />part of the Kenwood Home Owner's Association, he would encourage some <br />type of neighborhood meeting. Mayor Rinker said when he talks tomorrow, <br />he will let the Commissioners know everything that has been told to him <br />that tells me that these sewers are something we are going to have to deal <br />with. If someone has a better way to come up with funding, he will be all <br />ears. We have tried very hard and ha_ve had some very real success in getting <br />those costs lowered. <br />A woman in the audience. 6765 Eastgate, said they have lived here since 1960. <br />She said septic tanks have worked for us without any problem. They are not <br />in a position to put out money for something (that maybe they won't even be <br />living here for more than two years anyway.) To drop something like this <br />(for senior citizens and others as well) in our lap, she does not think it is fair. <br />We own the Village; we have paid our taxes, we have paid our dues. She said <br />they didn't even know who the Mayor is; she thinks Mayors should be heard <br />at other times than when they are asking for money for something. She
