<br />Special Council Meeting <br />3/27/95 <br />Page Three <br />thinks people should be well aware of what is going on in the community <br />other than just sending a letter out saying you are going to be assessed - <br />without even asking whether or not we want to contribute or be a part of this. <br />She does not think it is fair. <br />.; <br />Mr. Fixler asked if she would be going next door. He thinks they will have <br />some answers for her at that point. <br />Nancy Gaspar, 6449 Highland Road, asked how many on Council will be <br />affected by the indirect and direct. <br />Mayor Rinker said all of us. A direct assessment is the assessment that you <br />pay to have an 8" sewer main put down your street. Right now, the North <br />County Line is strictly the trunk line itself (that ranges anywhere from about <br />12" up to maybe 14" in diameter); that is the main thoroughfare that runs <br />along White, down S.O.M. Center and ends up terminating at Sandalwood. <br />That is the line. Now, those people whose properties lie on S.O.M. and on <br />White who are not on a sewer system will be the first to be directly assessed. <br />They are also looking at an indirect assessment as is everybody who is within <br />this sewer district (which lies essentially north of Wilson Mills and <br />encompasses the balance of Mayfield Village to the Lake County Line.) Every <br />property will be facing an indirect assessment. From what we know, that <br />indirect assessment will not be levied until in all likelihood, 1998; because it <br />will not be levied until that line is constructed. When we talk about the . <br />people now facing the direct assessments, now means 1998. We also know <br />that once that main line is down, that other streets that are not yet on a sewer <br />system (that means all septic properties) will then be facing (8") sewer mains <br />being installed on those streets and then they tie in. In basic terms, a direct <br />assessment is assessed against a property owner as if they had an 8" line (even <br />for those who will have a larger line installed). The indirect assessment is <br />charged to everybody within that district. He has proposed that we try to have <br />some kind of joint meeting between Highland Heights and Mayfield Village <br />to present the respective pictures of the two communities to this entire <br />project. Mayor Rinker said this [project] was not our idea. But, they are <br />coming and we are trying to deal with them the best we can. We will commit <br />ourselves to getting as much information to you. We want to try to make <br />this thing work as well as possible. <br />
