If it is lower <br />still because the County Engineer has factored in something else, then we will <br />definitely find out to make sure we are clear on it. <br />Tim Scasny, 648 Meadowood Drive, asked Mayor Rinker what is the progress of <br />your re-evaluating with Steve Hovancsek--we asked about 2 weeks ago to reassess <br />the assessments. <br />Mayor Rinker said he has been trying to explain the assessment methodology and <br />they are trying to get that tackled better. As far as any re-evaluation of it, what he <br />has asked them to do and they have done it, (he has not had any chance to sit down <br />with them.) There was such an effort in the first place to make a comprehensive <br />and fair assessment scheme that to be able to just go back through. He has heard <br />suggestions to just make the indirect higher and make the direct lower--you don't <br />do it that way. He said that is where we have had a fundamental problem. He has <br />not been able to sit down and talk with them. If we get where we have something <br />tangible, we will definitely relate that to you. But, it is not done overnight. <br />Mr. Scasny said he does not understand why we can't re-evaluate on the benefit. <br />Mayor Rinker said this is complex enough information that it almost defies the <br />ability to get it the first time. His thought was that by next week, if we have <br />something where we can say these are specific points that we have looked at, explain <br />how we have done it (if there are adjustments that can or can't be made) we can <br />discuss those at that time. Then, we will revisit the whole methodology. He thinks <br />that would be more constructive. He appreciates that everyone is here and people <br />are trying to. get a handle on this. His concern is that we understand that this is an <br />ongoing effort. Just what he has reported about OWDA is a substantial benefit that <br />drops over $5,000 over the life of the assessment for the North Trunk project. These <br />are the kinds of things that we are doing. Everywhere we can chip away at this, we <br />will do it. Mayor Rinker said he had preliminary discussions with Tom and Ed <br />before he went on vacation. He wants to sit down with them again and with the <br />Council President who is ill tonight, the Finance Director who is ill tonight, with <br />the Law Director and Bill Buckholtz (who is on the Sewer Liaison Committee.) We <br />will look at each zoning classification and the ratios that are applied to each of those. <br />There has been a very rational effort to be fair, but we are going through it again. If <br />we have something that will bear fruit, we want to find it and we will share it with <br />you. If we don't come up with any change, we will go over that with you and <br />explain why.
