Regular Council Meeting ,
4/24/95
Page Four
Mr. Buckholtz said he was working with the Sewer Liaison Committee last week
and made contact with Jim from the Ohio EPA Environmental and Financial
Assistance Program. He is sending all the information to the Finance Director.
Mayor Rinker said we have made significant strides over the past two years. There
has been a very concerted effort to establish a good working relationship with the
various entities. We got monies on the Highland/SOM intersection, on Wilson
Mills for NOACA studies, on both Issue II funds. The Finance Director will go to
Columbus Thursday to see if we can make a similar application for Worton Park.
We are trying to ease the burden of this thing. He said he has heard that people are
thinking about seeking injunctive relief to enjoin the installation of this project.
That is cutting off your nose to spite your face. T'hat is a kamikaze approach. What
that will do is to jeopardize the monies that are being made available which stand to
cut the costs in half. If those get lost, this project will still come through and it will
be twice the amount. Nobody wants to face these expenses, but we are dealing with
agencies that have to deal with a whole lot of people than Mayfield Village. They
are listening and being conscientious. If they feel this is something that the monies
will get jeopardized, they can shine their light elsewhere. Mayor Rinker said he is
concerned. We are working to secure the best funding arrangement. This is not
going away; we are trying to make it more palatable. We urge your support in that
effort.
Martin Comella. 673 Robley Lane- said when these septic tanks were installed 30-40
years ago, they were installed according to the specifications of the County. They
were carefully inspected. We were told the water was clear. Now we are being told
otherwise; that the water is only 75% clear. He asked what that is compared to and if
any samples were taken from Shaker Heights storm sewers. He said this will be
rammed down our throats. He said he knows of no one who is fighting this thing.
He has not heard one word from the Mayor or Council that they are going to
contribute to offset their costs. Mayfield Village is a very wealthy community. You
can very well afford to set up a fund to finance part of this. But, he hears no effort
from everyone.
Mayor Rinker said we are going to contribute virtually a half a million dollars.
Mayor Rinker said we will be happy to resupply the information to him. There are
other people in the community who are also looking for those dollars. He asked if
Mr. Comella would not agree that the Village's efforts to attain funding from other
sources other than from our own coffers, inures to the community at large. We
must balance all the interests of people in our community. Mayor Rinker said they
are doing a lot to try to cut these costs.
