Regular Council Meeting <br />6/19/95 <br />Page 18 <br />Mr. Flynn said when we hired Mr. Samac as Building Commissioner, that took a <br />little bit of the load off Gus, but his salary was not adjusted. He still deserved, <br />and I am sure he picked up other type of work, but I think even at 6% we are <br />stretching it. When you go to 8%, first of all, I think the job category of the Police <br />Chief and the Fire Chief are different than a plain Service Director. Mr. Flynn <br />said he is trying to explain how Gus got to where he is above them. Mr. Flynn <br />said he thinks even at 6% we are stretching it. He has a comparison that he <br />asked Mr. Brett for--there are 55 different cities here. It you go to 8%, they will be <br />meeting about 22 to 24 cities of population of double or triple their size. Mr. <br />Flynn said he appreciates Mark's comment and his note of your meeting with <br />the Police and Fire Chief. Mr. Flynn said he thinks the logic is flawed that <br />because you have a smaller department you have to do more work. He just can't <br />go along with that. There are Fire and Police Chiefs of 10, 12, 22 and 40,000 <br />dollars that these gentlemen would have a higher salary than. So, is going to <br />have to vote against this particular ordinance for those reasons. <br />Mr. Fixler said fair enough. We have a situation when, as Mr. Flynn has stated <br />before, this used to be a one Department Head position. Mr. Amendola has done <br />a very credible and great job for the last 20 years of service in Mayfield Village. <br />Last year, we decided we would go ahead with the Building Commissioner in <br />addition because the workload was just getting too great. What we have done <br />this year is because of the separation of categories, the Building Commissioner <br />and Service Director are receiving the same rate of increase as the rest of the <br />employees which is 4%. At a meeting we all discussed that the three remaining <br />Department Heads, (the Police Chief, Fire Chief and Finance Director) do a lot of <br />work and right now have a lot more responsibility. Mr. Fixler said he had an <br />extensive interview with the Police Chief and Fire Chief. There is no question in <br />listening to what they had to say, that many times in larger departments, there is <br />the opportunity to delegate different duties that they might not be doing <br />themselves. In our departments, our Chief have to perform those duties because <br />we just don't have the manpower and it just doesn't make sense to bring <br />someone on an overtime situation to do some of these duties. There is no <br />question from where he is standing that it would not be fair to reduce the Service <br />Director's position. Mr. Fixler said he really believes that Council, for the most <br />part, believes that our department heads have been acting in a very good, <br />responsible manner for a long time. This raise just keeps them in line with what <br />we are doing with the police contract. Mr. Fixler said he wants everyone to <br />understand that this isn't a situation where we will continue to give 8%--it it just <br />a realignment because the voters of Mayfield Village approved that realignment <br />last year.
