Regular Council Meeting <br />7/17/95 <br />Page 22 <br />Mr. Sparks suggested Council add a"caution" on the part of the law (regarding signs) <br />that relates to what you can put on your building--that you might not be able to repeat <br />in your landscape or on the street. <br />Worton Park Storm Drainage - Council President Fixler said in discussing this, he <br />thinks the best situation to get started with is to identify the best course of action and <br />how we will fund the best course of action. Mr. Buckholtz had a discussion with our <br />Engineer this morning. <br />Mr. Buckholtz said he would like to make a motion to direct the Village Engineer to <br />formulate a plan for flood control and storm water drainage and/or diversion, and/or <br />retention complete with all specifications and costs, comparable to what we need for the <br />Issue II funding application down the road, based on the studies that have previously <br />commissioned by the Village. Mr. Buckholtz urged Council to begin working <br />immediately on a sister fund for the Sanitary Sewer Relief Fund that would be known <br />as the "Storm Sewer Relief Fund" to prepare us for the future--flood control and storm <br />drainage. He said we don't know how this is going to get funded; the studies have all <br />been done. Mr. Buckholtz cited the scope and findings of the existing studies. Mr. <br />Buckholtz said there were at least 18 houses whose properties are being eroded. <br />Council President Fixler asked if his intent is to have something for the record to show <br />that Council is going to move forward along with the Engineer's Department to work <br />up specifications as to what we can do and Council is of the mind to go ahead to listen <br />to those specifications and see what we can do about funding. <br />Mr. Buckholtz said Mr. Hovancsek will work out the plan, the money based on all the <br />information we have, we work out financing plans that are preparing us for getting <br />Issue II funding, but not letting it go another 20-40 years. <br />Mayor Rinker said he generally agrees, but thinks we must be more specific now in <br />giving direction--otherwise we will get another report. We have applied, subsequent to <br />the Burgess and Niple Report, for Issue II funding. <br />Discussion was held. <br />Mr. Buckholtz said every time they improve their storm drainage in Mayfield Heights, <br />we are getting more water in Worton Park. That is why he is suggesting some type of <br />20-year fund. <br />Mr. Hovancsek agreed.
