Regular Council Meeting <br />7/17/95 - <br />Page 9 <br />generate a response. We encourage the fact that Deacon's get word out to the <br />neighborhood. We can assist in that regard. We want people to get involved. <br />Ultimately, if there is going to be a vote, he thinks the issue is going to be is there an <br />appropriate way that that can be proposed--if there are going to be two lots turned <br />over to commercial use that can be satisfactory. Mayor Rinker asked Mr. Pollak to <br />stay tuned and get involved. Stick around tonight--they are asking that the agenda <br />be amended so there will be some discussion. <br />Albert DiVincenzo, 1000 Woodlane Drive said he is here about the flooding. He is <br />wondering if any retaining basins could be built in the school property there. <br />Mayor Rinker said he talked to Dr. Abbott and Tom Cappello today. Bill Buckholtz <br />was out literally knee deep this weekend. There may be some space where a <br />detention facility of some kind can be developed. That obviously brings up <br />questions about parents concerns for safety of children because during a storm the <br />idea of a detention basin is to hold water for a period and then release it gradually. <br />We are looking to see if maybe one way to control one of these drainage sources <br />with detention might alleviate some of the flow that is coming further down. <br />Mr. DiVincenzo said the water was 3' over the wall. The water was from the fence <br />to the football field and then 100' north of the football field all the way to Ridgebury- <br />-that was all water. It was one big lake with homes in the middle. All the surface <br />water from Mayfield Heights is sent into their sewer system and their sewer system <br />empties into tributaries. He asked what defines a tributary and when a tributary is <br />not a tributary. He thought a tributary was for surface water that accumulates on <br />land. <br />Mayor Rinker said the overall network in the area is overburdened. <br />A resident in the audience said when a storm hits, the water comes up very rapidly <br />and goes down very rapidly. Residents who have lived here a long time do not <br />recall these storms. <br />Mayor Rinker said he knows that the volume has grown, but it has always been <br />trouble. The Breedens' and Boyles' houses have flooded regularly. <br />The resident said he thinks the biggest collector is the football field. <br />Mayor Rinker said Tom Cappello was going to check the CFS off of Commonwealth.
