328 <br />Special Council Meeting <br />8/28/95 , <br />Page 4 , <br /> <br />Mr. Ferrante, seconded by Mr. Basile, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Ferrante, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 95-60. <br />Mr. Hanculak said this corrects what was a hidden meaning, but nevertheless, it is <br />readily apparent, in that all members of the Architectural Review Board must be <br />residents of the Village. ; <br />; <br />Mr. Flynn asked if it says anything about how many shall be architects. Do we have to <br />have a minimum of at least two architects on the board, or what? <br />Mayor Rinker said that was not addressed by the Commission and is not included in <br />the excerpt he has. Mrs. Leppla (of the Charter Review Commission) said the Commission discussed that <br />and it appeared that over the past years there had been an architect on the Board. In <br />matters that needed consultation with an architect, we felt the Board would make that <br />decision if there weren't one. <br />Mayor Rinker said in other words, it has been customary to have one and if there was a <br />problem, they could always consult anyway. <br />Mrs. Leppla said right. <br />Mr. Flynn said he feels there; should be 2 certified, qualified architects looking at plans <br />and rendering judgments. The whole scheme of this committee is to get quality <br />housing in Mayfield Village: <br />Mr. Marrie said he understands Mr. Flynn's concern, but the people on the Board have <br />done an outstanding job so far. <br />Mr. Basile said he agrees with Mr. Flynn that there should be an architect on the Board. <br />Mayor Rinker said this has been the subject of discussion for five months where the <br />Commission has regularly irivited Council to be involved.
