<br />397 <br />Regular Council Meeting 12/18/95 <br />Page Seven <br />Mrs. Cinco, seconded by Mr. Busa, made a motion to enact Ordinance No. 95-83. <br />Mr. Brett said the original contract was for the actual putting in of the foundation; it <br />also included in that contact with inspection services which are kind of an open-ended <br />thing where they may come by for 15 minutes a day. But because of the condition of <br />? the soil, they have had to take more extended time periods to make sure that what was <br />M being done over a particular part of land that the land was adequate. It has always been <br />Q regarded as an insurance policy. He said we are trying to make sure that we don't put <br />in a$200,000 driveway over land that is not suitable (and have it break up.) <br />z <br />2 Mr. Ferrante asked if there will be an additional charge. <br />Mr. Brett said the $7,500 should incorporate that; it is a not to exceed. <br />Chief Mohr explained they are placing an inspector on the job. They are using a <br />measuring device to test the compactability of the soil to make sure it is suitable for a <br />driveway to be placed on it--to make sure that 5-10 years down the road that driveway <br />won't break up. <br />Mr. Basile asked what happens if it does. <br />Mayor Rinker said they are here to troubleshoot; they cannot guarantee. (They are <br />geologists. They are trying to minimize a future risk.) <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />Resolution No. 95-46, entitled; "A resolution supporting Mayor White in his efforts to <br />retain the NFL Cleveland Browns in the City of Cleveland, and declaring an <br />emergency." Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Busa, seconded by Mr. Basile, made a motion to adopt Resolution No. 95-46. <br />Mayor Rinker said this is something he had approached Council on earlier in the week. <br />He thinks it is important that as part of the Greater Cleveland community, that we <br />show our support. He does not think anyone can dispute the economic impact and the <br />discussion focused on this nationally is something that none of us ever quite <br />contemplated. It is amazing to see the grass roots efforts at all levels. He thinks that by <br />contributing to this cause we are helping ourselves and investing in the Greater <br />Cleveland community.
