It is not unusual at this stage of any complex negotiation to have people coming <br />up and saying "I meant to say this" or there are other fine points. He is astounded if this was <br />presented as that if we don't do it, we don't have a deal. He would not agree to anything that <br />says two years from now and we will sit down. It makes sense that if in two years there were a <br />desire to sit down-but not as an obligation to do so. <br />Council President Fixler said Mr. Chokel had suggested we do this on a first-come, first-serve <br />basis. We can't do that because what if Mayfield Village residents haven't gotten there yet. The <br />reality is that "x" number of employees will still be boxed out. It can't be a 2-year, let's wait and <br />see, it has to be a two-year and that is it. <br />Dr. Parker said he is fearful Progressive will come back after 2 years and say we like the way it <br />is and don't see any need to renegotiate. He doesn't think they could be pushed to the table. It <br />doesn't say they have to renegotiate, it says they can. When we walked out of the other meeting, <br />there was no inclination or understanding on his behalf that this was a do or die point. We were <br />very specific that for us it was this way or not and he said yes. He doesn't lrnow why he didn't <br />come back to us that night and say this is a probiem. <br />IVlayor Rinker said Mr. Chokel said he was waiting there--he ha.d not seen the final agreement <br />until later. <br />Dr. Parker said he thought the Law Director had gone out and spoken with him and when he <br />came back, he said he told him this was not going to be acceptable and they said that is okay. <br />1Vtayor Rinker said that is exactly what Mr. Diemert told us. <br />Dr. Parker said the 5 mile radius could go to Mayfield Heights and beyond. If he has a problem <br />with Highland Heights emplqyees, why not say to include Highiand Heights. He feels they put 5 <br />miles in because it is an unreasonable distance that includes everybody. To him, it is too much. <br />Also, he is not for rushing things for the road (changing it to 1998.) The more we give them up <br />front, the less they will give us later on. <br />Mr. Busa said he was in favor of buying the golf course. He was never in favor of selling it. <br />Progressive screwed him in the `70s when they built the building in the first place. They did it <br />again with Carmen with 66% abatement and they were going to buy a fire truck, a half a fire <br />truck. Then, they didn't buy nothing. This outfit is very sharp. If there are any dull points in it, <br />they hire the finest lawyers in the country. Speaking to the 5-mile radius-who knows what they <br />will build in the next 5 years. As far as the wetlands are concerned, everyone seems to disregard <br />the fact that there are several artesian wells there. He has been there on horseback with Howard <br />Sehulz. Mr. Busa said his horse couldn't get out of the swamp. He had to get off in the mud- <br />up to his waist and they had to drag the horse out with a tractor. About the road, it is one of our <br />aces in the hole. Nobody is going to tell us what to do. VVho is making the rules here? This <br />Council and the Mayor or is it Progressive? When do we change the name of this town to <br />Progressive Village? They own half of it now and they contro190% of it. He does not want to
