Special Council Meeting <br />8-2498 <br />Page 7 <br />Mayor Rinker said there is nothing defmitive. What is definitive is what we aze doing to <br />balance the whole quadrant area. The primary uses there are commercial and <br />recreational. Because there is change we have learned that things can happen. We aze <br />trying to stay ahead of the curve. If residents' attitudes change about how they view the <br />neighborhood, we are trying to keep abreast of it. Generally, the Village's concern is to <br />maintain balance, control and the quality of life that is consistent throughout the <br />community. We are trying to keep our eyes open and try to regulate as much as we can. <br />Mr. Masevice asked if there was a fear that it might go commercial. <br />Mayor Rinker said that is always a possibility but there is nothing imminent. The zoning <br />there has been pretty well tested in court. <br />Mr. Masevice wondered why the concern to acquire it without a specific purpose in mind. <br />Mayor Rinker said from the Village's standpoint, the more public land we own in the <br />long run, the better offwe are. Where we feel it is appropriate, we try to acquire <br />property. It puts us in a position of having long-term control. Historically, the Village <br />has not owned a lot of property. What we have in the Northwest Quadrant is a good use <br />of land, we feel, that is being dedicated for recreational purposes. We don't own the <br />commercial. The balance of the azea is one we are trying to keep harmonized. <br />Mr. Masevice asked where Mayfield Methodist stands in the plans. <br />Mayor Rinker said status quo. There is probably a whole spectrum of viewpoints on that. <br />He would love to see us get a consensus again. Reverend Cummings has been invited to <br />the Caucus next month. As much as we renew discussion with them and explore what <br />options aze mutually acceptable to the Church and the Village, he wants to see it and he <br />thinks Council does too. There is nothing specifically in the offing. <br />Mr. Masevice asked if the Church and/or Progressive was interested in working <br />something out with their property, would we allow them to deal directly with them. <br />Mayor Rinker said we would not have any choice; it is your property. <br />Mr. Masevice said as opposed to you acquiring it and turning it over to them. <br />Mayor Rinker said when we acquire, it has to be for a stated public purpose. <br />Mr. Masevice said for a Church, it doesn't seem the Village would be able to apply <br />eminent domain. <br />Mayor Rinker said there aze probably a number of ways to deal with that. It is not clear <br />cut. We have tried to set some goals and work with them. That is why we approached <br />
