Special Council Meeting <br />8-24-98 <br />Page 8 <br />you. We prefer to deal directly with our residents as much as we can. It is not always a <br />black and white proposition. <br />Mr. Masevice said one of his main concerns was the price in the letter. It is even a low <br />start of negotiation. <br />Mayor Rinker said by law we are constrained to have it appraised and that is what we do. <br />Mr. Masevice said when you look at fair market value and what it could be sold for... <br />Mayor Rinker said you could dispute our fair market evaluation; we must start <br />somewhere in negotiation. <br />Mr. Masevice said it was irrational. <br />Mayor Rinker said we must start somewhere; we are always willing to negotiate. <br />Mr. Masevice said he has had conversations with several of his neighbors and the <br />consensus is that they enjoy their property and want to stay there. He would like to have <br />the opportunity to get his kids through High School and be a part of the Village. <br />Mayor Rinker said it is hard for us to be subtle in discussing these things but we will try <br />to muddle through. <br />Marie Mower, 6532 White Road, asked if the Village is taking eminent domain now. <br />Mayor Rinker said we have taken eminent domain for the road. <br />Mrs. Moyer asked about her property. She said she received a letter. <br />Mayor Rinker said if we are interested in property, we have to express our intentions. <br />Mrs. Moyer said this is the third letter she has received. She has talked to Phil several <br />times and received a letter from the Village's lawyer again saying they want eminent <br />domain of her land and house. <br />Mayor Rinker said we are required by law to provide you with a formal notice when we <br />want to discuss any acquisition of property. There has not been any intention on the part <br />of Council (and it takes a vote of Council) to make any decisions regarding eminent <br />domain. <br />Mrs. Moyer said she knows the Village is interested but she does not want to sell. She <br />does not want anymore letters. <br />
