Regular Council Meeting <br />9/28/98 <br />Page 5 <br />r <br />1 <br />A motion to authorize the expenditure of $4,000.00 to Northeastern Road Improvement co. for <br />the chipping of the wood waste pile, Service Dept. <br />Mr. Busa, seconded by Mr. Marquardt, made a motion to authorize the expenditure of $4,000.00 to <br />Northeastern Road Improvement Company. <br />Dr. Parker asked if this is something we can't do ourselves. <br />Mrs. Cinco said yes, this was discussed at Safety and Service. <br />Roll Call: AYES: A1L <br />NAYS: None <br />Motion Carried <br />Expenditure Authorized <br />A motion to authorize the expenditure of $6,000.00 to D J L Material and Supply Inc. for crack <br />filling material and equipment rental <br />Mr. Marquardt, seconded by Mr. Busa, made a motion to authorize the expenditure of $6,000.00 to <br />D J L Material and Supply Inc. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Authorized <br />A motion to request proposal and -proceed forward with the lighting plan of Night Vision for <br />the cost outlined in the memo to Council <br />Council President Fixler requested a motion to approve --then we will discuss this. <br />Dr. Parker, seconded by Mrs. Cinco, made a motion to request proposal and proceed forward with <br />the lighting plan of Night Vision for the cost outlined in the memo to Council. <br />Council President Fixler said we had extension discussion with the Night Vision representatives this <br />evening. Council has a brochure that outlines some of the different styling available. The difference <br />between the plan of theirs and a company of theirs and the ones you get from C.E.I. is two-fold. <br />They generally are alease-to-own company as opposed to a C.E.I. program which is a lease-to-lease. <br />Then you will continue to pay for these street lamps as long as you want them up. Phil had gone <br />through some numbers that outlined what our costs would have been. Over a 10 year period of time, <br />even though the Night Vision is originally more money up front in terms of monthly payments, over <br />the life of i0 years it would actually be a savings to go with Night Vision. Night Vision makes them <br />out of a concrete substance that is very difficult to vandalize. We will still have the same costs for <br />trenching, backfilling, underground wiring, transformer pads, etc. In our discussions we realized we <br />were talking about an interest rate of 6.5% over their leasing. We asked if we paid for the system up <br />front if we could knock the 6.5% offto reduce the cost. The answer was yes. We weren't happy <br />
