Roll Call: AYES: All NAYS: None Motion Carried Expenditure Authorized First Reading of Ordinance 98-31, entitled; "An emergency ordinance authorizing the purchase of 7.35 acres of vacant land along White Road from CAPCO Enterprises Co." Introduced by Mayor Rinker and Council as a Whole. Mrs. Cinco; seconded by, Mr. Marquardt, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions. Roll Call: AYES: All NAYS: None Motion Carried Rules Suspended Mrs. Cinco, seconded by Mr. Marquardt, made a motion to enact Ordinance No. 98-31. Roll Call: AYES: All NAYS: None Motion Carried Ordinance Enacted First Reading of Ordinance 98-32, entitled; "An ordinance declaring improvements to certain parcels of real property to be a public purpose, describing the public improvements to be made to benefit such parcels, requiring the owners of the improvements thereon to make service payments in lieu of taxes, authorizing an agreement with Progressive Casualty Insurance Company and Progressive Resource Services Company, establishing a Municipal Public Tax Increment Equivalent Fund for the deposit of such service payments, and related authorizations pursuant to Ohio Revised Code sections 5709.40, 5709.42 and 5709.43; and declaring an emergency."
