Special Council Meeting <br />11-9-98 <br />Page 8 <br />Mr. Busa, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Mr. Marquardt, made a motion to enact Ordinance No. 98-41. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />Mrs. Roman noted a correction to the agenda: Second Reading of Ordinance No. 98-34 should <br />have been included instead of Ordinance 98-42. <br />Second Reading of Ordinance No. 98-34, entitled; "An emergency ordinance authorizing <br />modification No. 1 to the Professional Services Agreement with URS Greiner for the North <br />Chagrin Commons Development, SOM Center Road widening." Introduced by Mayor Rinker <br />and Council as a Whole. (First Reading 9/28/98.) <br />Council President Fixler suggested Council leave it on second reading and he would like to know <br />what is going on--there was supposed to be a meeting. <br />Mr. Brett said a meeting was held and he would like this legislation to be approved at the next <br />CourFil meeting. <br />Mr.1V~~x'quardt said we had some problems with some of the follow through and Mike Burgess <br />explain'~d they had reorganized and he will personally be involved with all aspects. <br />Mayor R~ker said he (Mike Burgess) was initially involved in the design and,dey~~opm~`df~ <br />spec vae~~ and when we came to the actual construction phase, his time was split in having t <br />respons;jlty of operating two branches (Cleveland and Akron). Since that time they have <br />acquire~,~nother outfit, they have reorganized and he can be focused on projects. It has put him <br />back in ~~ands-on role. He has done well by us. <br />Mr. i~~,~xpressed disappojntment in the increase in engineering fees. He said y~~ ~ld~ me I <br />could serve on acommittee--but there was a meeting and he wasn't invited. <br />Mr. Brett apologized and said he did not realize Mr. Busa had been appointed to the cona~ce~er.. <br />Mayor Rinker said we stacked a bunch of meetings up tonight. <br />Council President Fixler said he is sure it was not intentional. <br />
