Regular Council Meeting <br />11/16/98 <br />Page 8 <br />Mr. Hovancsek said it was included as a stipulation in the letter awarding them the contract (that <br />it be done by December 1St.) He talked to them a week ago and reminded them it must move <br />forward. He will talk to them again tomorrow. <br />Mrs. Cinco asked if we incorporated any type of penalty clause. She is very fearful of their not <br />being able to fmish the project because of the weather and would almost recommend they wait <br />until spring. <br />Council President Fixler said he was hoping we would have a full body of Council this evening. <br />He is in his current fourth year as Council President. He wanted to take this opportunity to tell <br />everyone he will not be seeking that position for next year. He wanted to give everyone enough <br />advance notice so they would have an opportunity to figure out who they would like to replace <br />him as Council President. He said he wants to go over a few points about being Council <br />President: He considers it a position of balance. One of the things that made us accomplish so <br />much over the last 4 years is because Council has had a good balance with Administration, <br />specifically the Mayor. Both he and the Mayor share a balance and challenge--fmding how to <br />make things work to the best interest of the community and that Council would be in favor of <br />doing this and moving forward. Council President Fixler said whichever of you come up to the <br />plate and decides they want to be Council President, he thinks it is very important that everyone <br />recognize the fact that the balance he is referring to is very important in this position. He will <br />support anyone who wants to take on that job. (He is not here to endorse anyone or recommend <br />anyone tonight, but wanted to give his Council colleagues enough opportunity to decide who <br />they want to appoint to this important position. Council President Fixler expressed thanks to <br />Iv~ayor Rinker, Council and Department Heads for giving him the opportunity and tremendous <br />experience of this position. Iie has enjoyed being Council President and has learned a lot from <br />Xhat position. Council President Fixler said it has been a tremendous experience and he looks <br />forward to working with the next person who takes on the position. <br />Mayor Rinker appreciates that Council President Fixler has given everyone an opportunity to <br />absorb the impact of the decision. When we have a chance to discuss things openly and fully <br />and confront the issues, we give everyone (including ourselves) the best opportunity.
