MINUTES OF A SPECIAL MEETING OF COUNCIL
Mayfield Village
September 13, 1999
The Council of Mayfield Village met in special session on Monday, September 13, 1999, at 8:00
p.m. in the Mayfield Village Senior Center/Community Room. Council President Bill
Marquardt presided.
ROLL CALL: Present: Mr. Buckholtz, Mr. Busa, Mrs. Cinco, Mr. Ilacqua,
Mr. Marquardt, and Dr. Parker
Absent: Mrs. Mills
Also Present: Mayor Rinker, Mr. Brett, Mr. Cappello, Mr. Metzung, Chief Mohr,
Mr. Samac, Chief Stevens, Mr. Thomas and Mrs. Roman
1

Mr. Brett explained this is a rollover of the notes we initially issued to purchase the .golf
course, we are also financing wetlands preservation and the signalization. (They are separate
ordinances.) The reason we are going with separate note issues is that as we pay down on the
purchase of the property, it gives more leeway with a percentage of the property to do with as we
please without running into I.R.S. restrictions.
Mr. Brett presented the Fiscal Officer's Certificate to Mayor Rinker and Council for
Ordinance 99-29.
First Reading of Ordinance No. 99-29, entitled; "An ordinance to provide for the issuance and
sale of $4,100,000 of notes of Mayfield Village, Ohio, in anticipation of the issuance of bonds to
pay costs of acquiring certain real estate together with the existing buildings and other structures
located thereon and any related equipment and certain other real estate for recreational purposes,
and declaring an emergency." Introduced -by Mayor Rinker and Council as a Whole.
Mrs. Cinco, seconded by Dr. Parker, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Mrs. Cinco, seconded by Dr. Parker, made a motion to enact Ordinance No. 99-29.
Council president Marquardt asked if there were any further comments.
Mayor Rinker asked Mr. Brett to clarify the distinction between this year's 4.1 million and last
year's 4.475.
