Special Council Meeting <br />9-21-99 <br />Page 4 <br />move. There is a lot of distance between now and that point in the future if the Church decides <br />to move that it will be able to do so. So, we saw this as a way to accomrnodate the interests of <br />both the Church and the Village by making it a less difficult move and the property and status <br />quo are maintained and in that period of time while other things can happen. There may be a <br />movement within the Church--he does not know about where people want to direct the course of <br />that property. He will not try to sit here and be provocative about it; those are decisions that <br />have to be thought out. There will be fundamental issues to be addressed, not the least of which <br />what is the cost to transfer that property? and what is that property worth in the marketplace? <br />We recognize in the agreement that we are looking to approve that there are market factors, <br />market forces at work. We can't hide our heads in the sand, we can't pretend those away: How <br />we deal with them, how we manage those has been a challenge. That will continue to be a <br />challenge. This is a step that he thinks without question is very important for the future well <br />being of our community. To the extent that that can either influence or impact in any way <br />(negatively or positively) your church community, he guesses remains to be seen. If the Church <br />were to decide tomorrow that it does not want to .move, (he thinks he speaks for everyone here), <br />that is fine with us. That has not been what has motivated us. But if the Church moves, what <br />then? That question has motivated us; that is a real serious question. We are a small <br />community; that is the heart of our Village and we want to maintain the heart and soul of our <br />Village. If the Church isn't there, we may lose some of the soul but we like to think that we are <br />going to do the best that we can to manage it. I can't answer all the questions that you [the <br />audience] have. We can't solve those questions, but I feel that is a very responsible way for us as <br />a government to deal with the situation. <br />Mr. Marrotte asked. if you will make available to the public all the conditions if that is passed and <br />voted on by the Church. <br />Mayor Rinker said absolutely; that is a public record. <br />Mr. Marrotte asked when that will be available. <br />Mr. I3iemert said it is available now; you can pick it up tomorrow from the. main office._ <br />Mr. Marrotte said if it is passed, it will be available tomorrow. <br />Mayor Rinker said he would assume.that would be the subject of discussion at Saturday's <br />meeting [of the Church]. <br />A mem~x~pf'ti~~ a~}d[e~ce asked if it doesn't pass tonight, could it be voted on again. <br />.,,, . <br />Mayor Rinker said that is up to Council, but yes. ; <br />Mr. VanVliet questioned the zoning of that property. <br />Mayor Rinker said residential. <br />
