Regular Council Meeting
12-13-99
Page 5
Ken Gary, 483 S.O.M., said he just moved here in January. He was looking for a better school
system than Cleveland Heights for his children. We understand progress and if you want some
of my yazd, you can have it because I didn't want that much grass to cut anyhow. We love the
Village concept. I was married in the church across the street. Don't take the Village out of
Mayfield. I hate Mayfield Road; I hate Mentor. It is a shopping strip. Just keep Mayfield
Village a Village.
Council President Mazquazdt asked if there were any other comments.
There were none.
Council President Mazquazdt said I will respond to some of these; perhaps the Mayor would like
to. First, of all, I would like to thank everybody for their comments. One of the items is the
notion ofMidvale--the street being put into Midvale. I don't think that there is any notion to that
effect. Midvale was put into place many, many years ago. It has never been a practical thing. I
don't see any plans whatsoever to even think about putting in Midvale at this point in time.
Council President Mazquazdt said relative to the bike underpasses, there aze two bike
underpasses that are being considered. One of them was on the original plan for the Northwest
Quadrant. The objective there is to allow a passage from the bike path over to the swimming
pool that would go under S.O.M. Center Road. We are not sure about the feasibility of this, but
it's an idea that was in the original plan and we aze considering it tonight. The other bike
underpass has been proposed in the azea of the dip just north of Fisher's Tavern. The concept is
that we aze filling in that dip to some degree. The idea was to make another passage, perhaps,
for a bike path under there and the opportunity is available at this point. Those aze both up for
consideration and for voting tonight. Relative to what is the width of the roadway, we have 4
options that aze being considered tonight. On the south end, there is a 4-lane option and a 5-lane
option. On the north end is the 5-lane option and the 6-lane option. We aze trying to narrow
down this decision-making process to some degree by taking the width of the roadway, a profile
of the roadway, the actual path of the roadway will have to be determined based upon trying to
minimize the effect on everybody's property. Also, with the other constraints that are in place as
faz as what property can be acquired and what kind of other physical problems will go on. That
will have to be done by the engineers in a proposal to Council; a final proposal as they develop
that final plan. So, which way it is going to go--it will probably be predominantly to the west but
that's not an absolute. There aze certain spots that are pinch points where other considerations
will be made by the engineers as they go through this planning process.
A resident asked if you believe, Bill, that the engineer is responsible--or, is it Council?
Council President Mazquazdt said the engineer is responsible for laying out what can be done and
how it can be done and what the constraints aze. Council then has to take a look at that and
consider those constraints and those alternatives that he comes up with. We aze responding to
certain questions that came up. Council people may have some comments as we go through the
