1ol <br />Mr. Hovancsek explained the area in question is surrounded by a 26 foot wide <br />reinforced road with multiple curb and gutters. The section of road that is <br />unimproved should be improved to.approximately the same size and shape. As a <br />result with meetings with Council a year ago, Council felt they wanted to go <br />with the less expensive pavement that the 7" reinforced concrete pavement, 26 <br />feet wide, as required by our regulations on file with the Village Engineer. <br />He then prepared plans to get both bids on concrete and asphalt that would be <br />considerably less expensive. That would be full depth asphalt with f ilter <br />cloth. He proposed a 30" concrete curb and gutter to hold the asphalt in so <br />the edges to not crumble from lack of lateral support. It would have a <br />reasonably good life span. A project of this nature should have a useable life <br />of a minimum of 20 years. <br />Mr. Hovancsek said he met a month ago with Mr. Joe Stankus, 905 Beechers Brook, <br />and saw the letter of what they were proposing to do. A year ago the residents <br />talked about wanting to do a 16' wide road. They were talking about digging <br />out the material that is there and putting through a recycling process, adding <br />material and reusing it as a base.. Mr. Hovancsek stated he wants to advise <br />Council and the residents that there is a lot of mud and impurities in that area <br />and to attempt to do this and expect to have a reasonably solid base is not wise. <br />It will not function properly.. They.proposed to put about 2z" of fresh asphalt <br />on top of the recycled base material., They did not propose to put in under- <br />drains,curbs, and are referring to putting in a 20' instead of a 26' wide road. <br />He feels Council has been trying to complete the roadway system there and stop <br />the constant maintenance problem and perhaps avoid future litigation due to <br />chuckholes,etc. The.wise thing to do would be to put in a proper adequate road <br />rather than a sub-standard private road which is not adequate. This.would better <br />serve the residents of this street. If that was done he would recommend the <br />Village accept the road and from then on maintenance would be the responsibility <br />of the Village and not of the private property owner. There are advantages to <br />putting it in right one time and letting the Village take it over, as opposed to <br />putting it in not quite right and maintaining a private road and then spending <br />more money years down the road. He said when he talked to Mr. Stankus he <br />indicated they were eager to have the municipality accept the road. He strongly <br />recommends Council not consider accepting a sub-standard road as a road for <br />future maintenance by Mayf ield Village. <br />Mr. Busa said he does not think Council would accept the road if it were other <br />than par. <br />Mr. Dan Reiber, 874 Beechers Brook Road, said that he imagines that as an asphalt <br />road the Engineer wants to make it look nice with the concrete road at the north <br />and south ends. He pointed out the north end of Zorn Lane, an asphalt road of 20 <br />feet wide, ties in beautifully with the 24 foot concrete road of Metro Park. <br />The precedent has already been set. He takes exception to the statement of the <br />road being sub-standard. The method of pulling up the surface of the road, <br />treating it, and relaying it has been in effect,many years. The quality of that <br />road would be no less than Echo Drive, and questioned if Echo Drive is a 20 year <br />road.
