1o? <br />Mr. Reiber asked where the concrete spillways and curbs were in Mr. Hovancseks <br />plans for Beech Hill that keep the road from creeping out and crumblingo The <br />job they are going to do will be at least as solid as Echo Dr ive or Beech Hill. <br />He said Mr. Stankus worked for the State Department as a Road Engineer all of <br />his life. His experience in roads far exceeds many engineers in the towns in <br />this part of Cuyahoga County. <br />Mr. Hovancsek pointed out the road they are proposing does not have any ditches <br />or positive methods of draining and does not have any under drains. The flat <br />portion of Echo Drive has under drains and the area has ditches so there is some <br />drainage. The data that was proposed to us was not. Ditches are involved in <br />the work on Beech Hill and there is f iber cloth underneath to keep the pumping <br />action of the soil underneath from coming up through. This is a new material and <br />a relatively new concept. Mr. Stankus retired before this was being used. <br />Mr. Carmen said if highway inspectors and engineers are as lawyers, if four of <br />them were put in a roo.m, and given the same facts, they would come up with four <br />separate conclusions on how something could be done. He knows Mr. Hovancsek's <br />work and knows what he proposes is his best estimate of the best thing for the <br />road. He has been told Mr. Stankus did this for many years and was excellent <br />also. He said when he walked down Beechers Brook Road last Thursday he saw <br />the foundation of the road seemed to be much sturdier than he thought it was. <br />As far as he is concerned, he has never been very happy about assessing people <br />for what seems to be a lot.of money in an economy that is not great. The <br />residents have put forward what appears to be a good compromise. They would <br />be willing to do the road and put money in an escrow account on a yearly basis, <br />with which to repair the road should it begin to deteriorate. If Mr. Hovancsek <br />is correct, and in.a few years the road begins to deteriorate, then the residents <br />will have to decide whether to spend the money for repair or go through the <br />assessment process at that time and have it done in a different way which will <br />hopefully last longer. He feels they should be given the opportunity to try <br />their way. <br />Mr. Reiber said there are now plans in their bids for four drains in the flat <br />part of the road. <br />Mr. Busa said Council does not want to force anything on the residents, they <br />would like to come to a peaceful decision. <br />Mr. Hovancsek said he sees no problem with the people going as a private road <br />method as long as it is clearly understood the Village does not accept the <br />maintenance. Mr. Feneli questioned if there was a possibility of reconciling the specifications <br /> <br />that Mr. Hovancsek has drawn with the recommendations of the contractor that the <br />residents have.chosen. He said if we do not accept this road we would be <br />redeclaring that this is a private road. In that case no taxpayers dollars should <br />be spent on that road. Should the road fall apart in a few years the Village <br />would not be able to do anything about it at that time. He explained the road <br />was a private road originally but thinks we could now successfully maintain our
