10 5- <br />Mr. Hovancseks proposal includes a wider road, concrete curbs and spillways to <br />tie in and blend with the concrete at either end. The Beechers Brook residents <br />feel the additional width is not.needed, comparing the road to Zorn Lane. <br />Mr. Reiber said their contractors total cost is $16,000.00 compared to Mr. <br />Hovancseks proposal of $59,000.00. <br />Mr..Etzler asked if 100% of the residents are willing to participate with <br />Mr. Reiber's program. - <br />Mr. Reiber said the majority are willing to participate, which is what the <br />deed calls for. Eight out of ten residents have signed the agreement and <br />one other resident plans to sign. <br />Mr. Hovancsek said there are several issues here to be considered: <br />1) Width <br />2) Whether Council wants the road to be consistent with the streets <br />in the area and have a curb and gutters <br />3) Structural quality of actual road foundation and the subgrade <br />drainage of the road foundation <br />Mr. Hovancsek explained each of these issues have a dollar figure to it should <br />Council reconsider a certain issue. <br />Mr. Carmen suggested Mr. Hovancsek meet with rir. Stankus and his committee, <br />Mr. Feneli, and whoever else is necessary, between now and next Monday, to see <br />if a compromise solution can be reached that is acceptable to both parties. <br />It should be understood by the Council representatives that we want a road that <br />will meet our standa'rds in terms of acceptability for maintenance purposes at <br />the lowest possible cost to the residents. Next Monday, if Council agrees, <br />there will be a meeting and they will vote positively one way or another on <br />what should be done with this road. <br />Mr. Busa said there will be a Special Meeting of Council Monday evening at 7:00 <br />p.m. to ma.ke this decision. <br />Mayor Beebe asked how Council could make a decision without first hearing from <br />the Assessment Equalization Board. <br />iAr. Feneli explained Council must determine whether to proceed with the assess- <br />ment or to allow the residents to hire their contractor. If Council decides <br />the residents can use their contractor and it is left a private road, the <br />Assessment Equalization Board is not needed, the procedure will be stopped. If <br />Council decides to proceed with the assessment, they will have to ask for the <br />recommendation of the Assessment Equalization Board regarding the fairness of <br />the assessments as proposed by the Engineer. The Assessment Equalization Board <br />does not make the decision of whether or not the improvement is necessary. <br /> There being no further comments regarding Beechers Brook, Mr. Busa asked if <br /> there were any further comments for the Open Portion.
