I <br />r1INUTES OF A SPECIAL MEETING OF COUNCIL <br />Village of Mayfield <br />January 14, 1982 <br />The Council of the Village of Mayfield met in Special Session on Thursday, <br />January 14, 1982 at 7:38 P.M. in the Village Hall, pursuant to a written <br />notice delivered to all Councilpersons on January 13, 1982. Council <br />President, Michael W. Spellman, presided. <br />Roll Call: Present: Messrs., Busa, Carmen, Etzler, Flynn, Spellma.n, Mrs. <br />Bloom and Mrs. Hanus <br />Absent : None <br />Also Present Were . Mayor Beebe, Mr. Amendola, Mr. Feneli, Mrs. Ruggles <br />and Mrs. Maynard <br />Ordinance 82-2, entitled; "AN ORDINANCE AMENDING SECTION 121.06 OF THE <br />CODIFIED ORDINANCES OF MAYFIELD VILLAGE, OHIO, REPEALING EXISTING SECTION <br />121.06 AND DECLARING AN EMERGENCY." Introduced by Council as a Whole. <br />Mr. Carmen, seconded by Mrs. Hanus, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three separate occasions. <br />Council President Spellman asked Council if they had any questions for <br />discussion regarding this ordinance. <br />Mr. Flynn asked what the function of the Rules Commi.ttee will .be. <br />Council President Spellma.n stated the Rules Committee will be used as a way <br />of prioritizing problems and issuing them to the proper standing and special <br />committees. , <br />Mr. Flynn questioned what the Committee of the Whole is for. <br />Council President Spellman stated that is the Caucus Meeting, which there is <br />no Chairman other than himself. <br />Mr. Etzler stated he still does not understand the function of the Rules <br />Committee. <br />Mr. Carmen explained the previous ordinance provides for a Legislative <br />Committee which the Rules Committee would take the place of. <br />Mayor Beebe asked Council President Spellman to explain page two of the <br />ordinance which reads, "The President of Council shall have the authority <br />to coordinate all committees and legislation introduced before Council."
