? <br />Council President Spellman read Article III, Section 15 of the Charter to <br />Mayor Beebe and Council. <br />Mayor Beebe questioned if the word "coordinate" as used in the paragraph of <br />the ordinance being discussed meant "control". <br />Council President Spellman stated it did not. <br />Law Director, Dale Feneli, arrived at this time (7:45 P.M.). <br />Mayor Beebe asked for Mr. Feneli's opinion. <br />Mr. Feneli asked Mr. Spellman to explain the meaning of the word "coordinate". <br />Council President Spellman explained when priorities come before this legislative <br />body they shall be issued to the proper committees for distribution. <br />Mr. Feneli questioned if a piece of legislation is being discussed by a committee <br />if it would then be the decision of the President of Council to bring the <br />legislation to the floor for discussion. <br />Council President Spellman stated it would not be his decision as two members of <br />Council may do so. <br />Further discussion was held. <br />N1r. Busa stated, regarding Section 1(a) of this ordinance, he felt the <br />Committees should appoint their own Chairman. <br />Mrs. Hanus agreed with Mr. Busa. <br />Discussion was helde <br />Council President Spellman stated he will withdraw "and their officers" from <br />the above mentioned paragraph of Ordinance 81-2, as there were no objections. <br />Mr. Flynn questioned if all legislation to be discussed by any Committee must <br />go first to the Rules Committee. <br />Mr. Carmen stated that was his interpretation and feels that the Rules Committee <br />should be made up of Council as a Whole. <br />Discussion was held regarding the need for a Rules Committee or, as.it was <br />previously, a Legislative Committee. <br />Mr. Feneli stated the Legislative Committee was to review legislation and <br />present their opinion to Council. <br />Council President Spellman stated there being no objections, he will delete <br />the Rules Committee from this piece of legislation.
