<br />Mr. Flynn questioned,what woul'd happen if after the bonds were issued <br />something unforeseen caused construction to cease. <br />Ms. Zelizer stated that once the bonds are issued the Stanley Works <br />Corporation is obligated, not the Village or the State, explaining it <br />is an unsecured loan. <br />Council President Spellman, seconded by Mr. Carmen, made a motion to <br />suspend the rules of Council requiring an ordinance to be read on three <br />separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Council President Spellman, seconded by Mr. Etzler, made a motion to <br />pass Ordinance 82-11. <br />Council President Spellman asked if there were any further comments for <br />discussion. <br />Mr. Busa said the ordinance is introduced by the Mayor and Council as a <br />Whole, and questioned if this is correct as Mayor Beebe is out of town. <br />Mr. Feneli said that was an oversight and directed the Clerk of Council <br />to correct the original ordinance to read Introduced by Council as a <br />Whole. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Passed <br />Mr. Feneli stated that six copies of this ordinance.and six copies of each <br />of the attached certificates must be sent to Mr. Levy in Washington D.C. <br />Ms. Zelizer stated arrangements could be made for their office to pick up <br />the items from us Tuesday and they will see to it the items are filed in <br />Columbus. <br />Mr. Feneli stated it would then be their responsibility to see that they <br />are filed on time. <br />Resolution 82-12, entitled; "A RESOLUTION AUTHORIZING MUTUAL AID POLICE <br />AND FIRE PROTECTION WITH THE MUNICIPALITIES OF HIGHLAND HEIGHTS, MAYFIELD <br />HEIGHTS, LYNDHURST, RICHMOND HEIGI3TS, WILLOUGHBY, EASTLAKE, AND GATES MILLS, <br />AND DECLARING AN EMERGENCY."
