<br />Council President Spellman stated this resolution should also be changed to <br />read "Introduced by Council as a Whole". <br />Mr. Busa, seconded by Mrs. Bloom, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Mr. Spellman, made a motion to adopt Resolution 82-12. <br />Council President Spellman asked if there were any comments for discussion. <br />Mr. Feneli stated this resolution was created because the Village and the <br />various municipalities listed were sending back and forth mutual aid <br />agreements causing some confusion as to the expiration and renewal dates as <br />they were all different. He explained this resolution is perpetual unless <br />cancelled by either party by 30 days written notice. He stipulated the <br />contracts must be substantially the same as the two sample contracts attached. <br />Mr. Feneli said the Clerk of Council should inform the Clerks of the <br />municipalities listed of this resolution. <br />Mr. Carmen questioned how "substantially" will be defined as Mr. Feneli <br />said the contracts must be "substantially" the same. <br />Mr. Feneli stated that the resolution must contain all the elements in the <br />existing agreements such as; the service must be free, there are certain <br />regulations listed as to who is in charge on the scene, etc. <br />Roll Call: AYES: All Motion Carried <br />Resolution Adopted <br />- NAYS: None <br />Ordinance 82-13, entitled; "AN ORDINANCE AUTHORIZING AND DIRECTING THE <br />FINANCE DIRECTOR TO TR.ANSFER FROM THE GENERAL FUND TO THE CAPITAL IMPROVE- <br />MENT FUND FIVE PERCENT (5%) OF ALL MUNICIPAL INCOME TAX RECEIPTS. <br />Introduced by Council President Michael W. Spellma.n. <br />Council President Spellman said he feels this is an excellent ordinance <br />beeause we are saving money and looking toward the future. He said it was <br />his understanding this has been discussed by the Finance Committee and that <br />Mrs. Ruggles wishes to comment. <br />Mrs. Ruggles said she feels to have this type of arrangement is essential to <br />the operation of any municipality and that most municipalities have this <br />type of arrangement. She stated she concurs with Mr. Spellmans thoughts and <br />recommends passage of this ordinance.
