42 <br />Mr. Etzler stated the Finance Committee also thought it was an excellent <br />idea but had some reservations. He said the Finance Committee feels the <br />ordinance should be written for one year, being retroactive to the f irst <br />of January and then,it could be renewed thereafter. <br />Mr. Feneli stated this ordinance will need an amendment in Section One and <br />an emergency clause added so it will take effect immediately upon passage. <br />Discussion was held. <br />Mr. Etzler suggested the ordinance be placed on first reading and be voted <br />upon at the next Council meeting, since it will be retroactive there is no <br />immediate need for action. <br />Mr. Busa said he felt the ordinance should be introduced by the Mayor and <br />Council as a Whole, especially since it will be taken up at the March <br />meeting and Mayor Beebe will be present. <br />Mr. Carmen stated he felt Council President Spellman`s name was appropriate. <br />Discussion was held. <br />Council President Spellman asked for a show of hands of those Council members <br />who wish to vote on this ordinance this evening. <br />The majority of Council did not raise their hands and Council President <br />Spellman stated he would like to put the ordinance on f irst reading and <br />it will be on the agenda for the March meeting. <br />Council President Spellman stated.he would like to amend the agenda with <br />reference to a resolution opposing the redistricting of the existing 22nd <br />Congressional District. He explained this resolution was not in the Friday <br />packet as he drafted it late last night. He stated Mrs. Bloom and Mrs. <br />Hanus had worked with him as they were in favor of it also. <br />Resolution 82-14, entitled; "A RESOLUTION OPPOSING THE REDISTRICTING OF THE <br />EXISTING 22ND CONGRESSIONAL DISTRICT AND URGING THE OHIO LEGISLATURE TO <br />PROVIDE FOR AN EAST SIDE CONGRESSIONAL DISTRICT THAT PROMOTES COMPACTNESS <br />AND HOMOGENEITY." Introduced by Council as a Whole. <br />Mr. Busa, seconded by Mrs. Hanus, made a motion to adopt Resolution 82-14. <br />Council President Spellman asked if there was any discussion regarding this <br />resolution. <br />Mr. Flynn asked Mrs. Hanus and Mrs. Bloom for comments. <br />Mrs. Bloom stated she did not feel our area should be combined with others <br />who may not have the same interests.
