?5-1 <br />Mr. Busa recommended action not be takeii until the matter is further <br />explained by Mr. Avery. <br />Council President Spellman stated Resolution 82-22 is tabled. <br />Senior Citizen Commissiori on Aging <br />Ordinance 82-30, entitled; "AN ORDINANCE ENACTING CHAPTER 147 OF THE <br />CODIFIED ORDINANCES OF MAYFIELD VILLAGE, OHIO., CREATING A COMMISSION <br />ON AGING." Introduced by Council President Michael W. Spellman. <br />Council President Spellma.n stated this ordinance will be on first <br />reading. He stated resident Rita Mikula, of Wilson Mills Road,. <br />volunteered her services and has a report, asking Mrs. Mikula if <br />she was ready to make her presentation. - <br />Mrs. Rita Mikula reported that regarding the establishment of a Senior <br />Citizen Committee, according to the results of the Mayfield Village <br />Town Survey sent out by Council President Spellman, the votes were: <br />108 yes, 43 undecided and 47 no. She stated to establish a Committee <br />does not require a Federal Grant App•lication as we are in the service <br />area of an.established grant. We will be able to qualify for an <br />assistance program in the future. A Commission ori Aging could <br />determine a health maintenance program, social activities in conjunction <br />with other programs, a nutrition program, a ho.t lunch at a center or . <br />sent into homes, education, transportatiori assistance with existing <br />programs9 a general information program, as far as the Committee on <br />Aging would want to go. She said there.are much more details but feels <br />only the senior citizens should ha,ve a voice in what way they want to <br />go with something like this, if Council decides to pass this ordinance. <br />Council President Spellman thanked Mrs. Mikula for her report and her <br />time in researching this and said he is sure all of Council thanks her <br />tooa <br />Mr. Feneli stated that if Mrs. Mikula has any questions or comments <br />concerning the ordinance he drafted she may contact him and amendments <br />can be proposed. <br />Council President Spellma.n explained the technical change in the ordinance, <br />in "Term" - under.Section B, the initial appointment of a coordinator by <br />Council shall serve a term expiring December 31, has been changed back <br />to December 31, 1983. He said all subsequent ap.pointments of a coordinator <br />shall be for a term.of two years rather,than one year. He s.tated the reason <br />for that specifically.was that after one year one person isn't dismissed <br />with the changing political tides. He said the initial appointment of a <br />Council member by the Council President to ser.ve on the Committee shall. <br />be for a term expiring December 31, 1983. All subsequent appointments of <br />a Council member shall be for a term of one year. That is in reference <br />to our Charter because all committee appointments are usually for one <br />year.
