Mr. Etzler said Ordinance 75-32' should be amended if this were to become <br />procedure. • <br />There were no comments from the audience. <br />CLOSING COMMENTS <br />Mrs. Bloom said, in reference to.Coiancil President Spellman's letter of <br />April 16 regarding changing the Caucus` (held on the second Monday) to a <br />Special Meeting (to be held on the first Monday), she feels there is a <br />need to hold a Caucus. <br />Mr. Etzler agreed, he feels Council should hold a monthly Caucus. <br />Council President Spellman asked if Council felt a Caucus should be held <br />in addition to a Special Meeting (which may make three meetings a month). <br />Discussion was held. <br />Mr. Carmen said he does not understand why the whole routine of a Regular <br />Meeting must be followed for a Special Meeting. <br />Council President Spellman said he feels an agenda is necessary to state <br />the precise format of what is to be discussed. <br />Mr. Carmen suggested a Special Meeting be held only if passage of legislation <br />was necessary. After the meeting adjourned, Council would hold a Caucus. <br />Council President Spellman said the matter will be given consideration and <br />a decision would not be made at this time. <br />Mrs. Bloom was disturbed that Mr. Feneli was given legal advice from the <br />audience at the April 23 Meeting. She feels he is a competent Law Director <br />and this slighted him.. <br />Mrs. Bloom said she does not see the.reason why Mr. Avery should be included <br />in a meeting between Mayor Beebe, Council President Spellman and Mr. Feneli, <br />unless Mr. Spellman needs legal counsel. <br />Council President Spellman said due.to the circumstances he wanted to settle <br />disputes. He looks forward to a cooperative year. He does.not see any <br />problem with Mr. Avery being in the audience. <br />Mayor Beebe said Mr. Feneli is our Law Director as appointed by the Mayor <br />and confirmed,by. Council. He said Mr. Avery should not be giving legal <br />advice, and therefore, was out'of order in interjecting at the April 23 <br />meeting. <br />Mrs. Ruggles said bigs for General Liability Insurance will be opened <br />Thursday, May 6th at noon. Mr. Sutton will be present to give an analysis <br />of the bids and determine the lowest bidder.
