? ? C) :-) <br />Z - <br />Mayor Beebe explained that a year ago in January, Mr. Thomas Keptner <br />accepted the title of Finance Director as a figurehead only. He agreed <br />to sign certain bond p apers and the like which required the signature <br />of a Finance Director. He said for all intents and purposes, Mayfield <br />Village has not had a Finance Director for over a year and a half. <br />Mayor Beebe said Mr. Keptner is not interested in becoming a permanent <br />Finance Director and Mrs. Ruggles, our Financial Consultant who is doing <br />an excellent job, also does not wish to become a Finance Director. Mrs. <br />Ruggles has an ordinance as a Financial Consultant that carries her through <br />the end of the year. <br />Mr. Feneli explained to.the audience that according to a provision in our <br />Charter the Finance Director is the Fiscal Officer for the municipality. <br />One of his main functions is to be a co-signer with the Mayor on all <br />contracts and for purchases to be made. Mr. Feneli said he would not want <br />anyone to take anything he said as derogatory towards Mrs. Ruggles. Nothing <br />in the Charter amendment ordinance requires Mrs. Ruggles to leave at such <br />time as a Finance Director is appointed, she is free to stay until the end <br />of her contract. <br />Mayor Beebe said, regretfully, we have reached the "flashpoint". He said, <br />quoting from a letter from Thomas Keptner dated May 13th, directed to his <br />personal attention; "When I first accepted the position as Finance Director <br />for the Village it was my understanding that it..would be of a temporary <br />nature. As with the enactment of the Ohio Sales Tax in the 30's I realized <br />temporary does not always mean of short duration. After much reading and <br />hearing about the controversy surrouncling an appointment of a permanent <br />Finance Director I have concluded that my presence is hurting a quick and <br />final solution to this problem." Mayor Beebe said Mr. Keptner goes on to <br />say, "I resign as of.June 15, 1982. Thank you for the opportunity you <br />have given me to serve the Village." <br />Mayor Beebe asked Mr. Feneli to prepare a Resolution of Appreciation for <br />Mr. Thomas Keptner. <br />Mayor Beebe said this resignation notice makes even more important the fact <br />that a Finance Director must be appointed by June 15. He said he mentioned <br />to Mr. Toth that Councils objections were due to the timing and dollar factor <br />in regard to the appointment. The argument that we are paying an excellent <br />Financial Consultant, why should we be paying a Finance Director at the same <br />time is sound, however that is not the issue. We are supposed to have a <br />Finance Director. ' <br />Mayor Beebe said if Council were to accept his appointment, his recommendation <br />would be that, until Mr. Toth became familiar with our records and papers, <br />for a period of about three months, that he would receive a lesser rate of <br />pay, approximately $550.00 per month. He has discussed this with Mre Toth <br />and this would be acceptable to him.
