MAYOR'S COMMENTS : <br />Mayor Beebe said in the past two or three months many more residents have <br />started.attending our Council Meetings and.he would like to. welcome those <br />present tonight. Mayor Beebe reported that two members of the Recreation Committee have <br />resigned; Annette Seaccia and Joyce Etzler. He recommends Resolutions of <br />Appreciation be prepared for them. . <br />Council President Spellma.n directed Mr.'Feneli to prepare the Resolutions of <br />Appreciation as Council had no objections.. <br />Mayor Beebe said at least two members of the Civil Service Commission will be <br />meeting May 20th at 7:30 p.m. They will discuss the renewal of the Firemen's <br />Eligibility List. Mayor Beebe noted Chief Hejcl is on vacation and Firefighter <br />Porter is present tonight in his place. <br />' Mayor Beebe said the Mayfield Village Police Departrnent will be sponsoring a <br />Crime Prevention Program on June 2nd at the Holiday Inn. The program will <br />primarily apply to manufacturers, such as those on Beta Drive. He said <br />Council is welcome to attend and detaiis will be in their packet on Friday. <br />Mayor Beebe asked that Council reconsider the earlier recommended appointment <br />of Steven Toth as Finance Director for Mayfield Village. . He said upon <br />reviewing the minutes of April 19th and from the comments he has heard, both <br />indicate that Council is favorable in terms of the appointee. He felt Counc.il <br />was only saying that they did not want to approve the appointment NOW. He <br />asked that Mr. Toth be considered for'his.qualifications. He explained to <br />the audience the Charter amendment was.passed b.y the voters in this community <br />in November which changed the Finance Director from an elected position to an <br />appointed position on the part of the Mayor. He asked the Law Director to <br />recap how the law reads regaYding this matter.for the benefit of the audience <br />from day one. <br />Mr. Feneli said last April Council considered placing this Charter amendment <br />on the June ballot. Since the Villagers had elected a Charter Review Commission <br />the previous November, Council decided they should defer to the Charter Review <br />Commission, allowing them to do their duly appointed job of reviewing the <br />entire Charter. Therefore, that Charter amendment was not placed on the June <br />ballot. The Charter Review Commission recommended ten Charter amendments, one <br />of which included the appointment of a,Finance Director by the.Mayor'with <br />approval by Council. That amendment was placed on the November ballot and <br />passed. The amendment read that it was to be operative, effective the date <br />of.certif ication from the Board of Elections and.that the term of the current <br />Finance Direc.tor was to terminate at the same-time. Certification from the <br />Board of Elections was dated November 16, 1981. Mr. Feneli said according to <br />his interpretation of the Charter amendment.ordinance, the appointment is <br />long overdue. He said, based on the minutes of the April 19 Meeting, a vote <br />was never taken on the aetual.qualif ications of the prospective appointee. <br />The denial of the appointment was instead based upon the particular situation <br />that existed at that time with the current Finance Director versus the Financial <br />Consultant.
