148 <br />Mr. Etzler said appropriations only last until the end of the year. <br />Mr. Strater read from the list of rules and regulations of the Commission <br />on Aging; "A resolution must be made and passed at a regular meeting of <br />the Commission to spend funds allocated to the Commission. A petty cash <br />fund not to exceed (blank) dollars per.month shall be set up for use of <br />the Commission without Commission approval." He explained four votes of <br />the Commission are needed before any money can be spent for anything. He <br />said the Commission does not intend to spend $4,000.00 in the next six <br />months but they need funds to get started. <br />Mr. Carmen suggested $500.00 be allocated to the Commission to get them <br />started; for their initial mailing, etc. He said if they find they are <br />running out, they can come back to Council and ask that more funds be. <br />appropriated., <br />Mr. Etzler, seconded by Mrs. Bloom, made a motion to appropriate f.ive hundr.ed. <br />dollars($'S00.00)on an interim basis, to the Commission on Aging. . <br />Mr. Feneli asked if Mrs. Ruggles wanted the appropriation in ordinance form. <br />Mrs. Ruggles said money is appropriated in the line item cont3.ngency general <br />fund that could be'set aside for this purpose. She said the ordinance would <br />be for a matter of reeord but'a motion would suffice. <br />Mr. Carmen stated Council received the ordinance in the packet Friday but the <br />amount of $4,000.00 had not been discussed by the Finance Committee. He . <br />said the money appropriated for a contingency fund at.the beginning of the <br />year was not specifically to be appropriated to the Commission.on Aging. <br />Mrs. Bloom also cited the amount had not been agreed on by all of Council. <br />She feels the $500.00 would be enough for the present time until a determination <br />is made regarding what the funds will be used for. <br />Discussion was held. <br />Mr. Feneli said he worked with Mr. Spellman in preparing the ordinance. One <br />of the things Mr. Spellman stipulated he wanted.in the ordinance was the <br />clause stating that the Coinmission shall have such monies available as Council <br />shall appropriate from time to time. He said he does not think we can <br />appropriate monies to create a new line item. <br />Mrs. Ruggles said as far as she is concerned this can be done.and stated she <br />has cleared this with the Bureau of Inspection. <br />Council President Spellman, seconded by Mr. Carmen, made a motion to table <br />the motion appropriating the $500.00 to the Commission on Aging. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Motion Tabled <br /> <br /> <br />
