<br />Mr. Carmen stated safety vehicles must be able to get in and out of Beech <br />Hill Road safely. The Tetter from?Mr. Feneli was sent because Council <br />does not want to force the issue, they would like to come.to a workable <br />solution that would keep everybody happy. Mr. Carmen explained the streets <br />that have been accepted for public use and ma.intenance in Mayfield Village <br />that he is aware of, are only those streets where the property owners were <br />originally assessed the cost of paving. After that, they are entitled to <br />regular maintenance. Mr. Carmen said he understands no such paving was done <br />and no original assessment was made to the property owners on Beech Hill. <br />A resident stated a.precedent had been set a long time ago, the street was <br />graded many times over a period of many years. <br />Mr. Feneli said Council had decided, at the recommendations of the Engineer, <br />and Building Commissioner, that minimal work had to.be done on Beech Hill <br />in order to make sure the safety vehicles could travel the road safely. <br />The work was done as.a matter of necessity as..police, fire and ambulance <br />services must be provided as paid through tax dollars to the municipality. <br />Mr. Bob Fetzer, 899 Beecli Hi11'Road - stated he has lived on Beech Hill for <br />18 years. He personally was attracted by the country atmosphere of the road. <br />He said it was a good road until recently when maintenance became poor. He <br />questioned if there was.some way the road could be maintained as a country <br />road. <br />Mr. Hovancsek explained that Beech Hill, as most macadam roads, has a tendency <br />to shift from the center to the edges. As a result the ditches f ill up <br />causing more drainage problems. To correct this, the ma.terial must be pulled <br />to the center, more ma.terial must be added, reshaping and re-rolling must <br />be done. Extensive ditch cleaning is also necessary. This type of work has <br />become more.and more expensive. A paving project.would minimize the cos.t of <br />maintenance and make the road much safer for all vehicles. He stated this <br />meeting was for Council to discuss the matter with the affected residents <br />then decide what must be done. If Council desires, they have the authority <br />to proceed with a paving project to be assessed to the property owners. <br />Mr. Stan Cotman, 917 Beecli'Hill Road - questioned if the Village has the <br />right to assess the property owners on Beech Hill for work that is done, and <br />if this applies to all of the Village. <br />Mr. Feneli verified that the Village has the right to assess all property <br />owners in the Village. <br />Mr. Cotman stated the Village has spent considerable money on Glenview Road <br />in the past year. <br />Mr. Feneli explained the property owners on Glenview have already paid for <br />an original paving job. Once the road is paved and the property owners have <br />been assessed, under the resurfacing program the Village maintains the road <br />at Village expense. He stated that, technically, the work still could be <br />assessed but he does not know of any municipality in this area that assesses <br />for standard road repair.
