<br />Council President Spellman asked if Mrs. Ruggles would like to comment <br />regarding this ordinance. <br />Mrs. Ruggles had no comment. <br />As Council had two copies of Ordinance 82-47, Council President Spellman <br />cited the correct ordinance is the ordinance which, in Section 1, reads <br />"terminating June 30, 1984". <br />Council President Spellma.n, seconded by Mr. Busa, made a motion to suspend <br />the rules of Council requiring an ordinance to be read on three separate <br />occasions. Council President Spellman asked if there were any comments for discussion. <br /> <br />There were none. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Council President Spellman, :nade a motion to'pass <br />Ordinance 82-47. . <br />Council President Spellman asked if there were any comments for discussion. <br />There were none. <br />Roll Call: AYES: Al1 <br />NAYS: None <br />Motion Carried <br />Ordinance Passed <br />Resolution 82-48, entitled; "A RESOLUTION ESTABLISHING AN EQUIPMENT REPLACEMENT <br />FUND WITHIN THE MUNICIPAL ACCOUNTING SYSTEM." Introduced by Council President <br />Michael W. Spellman. <br />Council President Spellman stated Mrs. Ruggles felt this resolution was necessary <br />so he asked Mr. Feneli to prepare it. He read the resolution. <br />Mrs. Bloom asked if this was necessary as there is a line item for purchase of <br />equipment under the general improvement fund.. <br />Mrs. Ruggles explained this would not be under the general fund 'out would be <br />like a reserve fund. <br />Mr. Etzler said..in all departments there is a line item for capital expenditures <br />in the general fund, appropriated at the beginning of the year. He said it is <br />also in the capital improvement fund, line item machinery. If a new fund is <br />established, that money would not revert back to the general fund at the end <br />of every year. He questioned if a need would arise, if.that money would be <br />available. <br />
