Council President Spellman asked if Mrs. Ruggles would like to comment regarding this ordinance. Mrs. Ruggles had no comment. As Council had two copies of Ordinance 82-47, Council President Spellman cited the correct ordinance is the ordinance which, in Section 1, reads "terminating June 30, 1984". Council President Spellma.n, seconded by Mr. Busa, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions. Council President Spellman asked if there were any comments for discussion. There were none. Roll Call: AYES: Al1 NAYS: None Motion Carried Ordinance Passed Resolution 82-48, entitled; "A RESOLUTION ESTABLISHING AN EQUIPMENT REPLACEMENT FUND WITHIN THE MUNICIPAL ACCOUNTING SYSTEM." Introduced by Council President Michael W. Spellman. Council President Spellman stated Mrs. Ruggles felt this resolution was necessary so he asked Mr. Feneli to prepare it. He read the resolution. Mrs. Bloom asked if this was necessary as there is a line item for purchase of equipment under the general improvement fund.. Mrs. Ruggles explained this would not be under the general fund 'out would be like a reserve fund. Mr. Etzler said..in all departments there is a line item for capital expenditures in the general fund, appropriated at the beginning of the year. He said it is also in the capital improvement fund, line item machinery. If a new fund is established, that money would not revert back to the general fund at the end of every year. He questioned if a need would arise, if.that money would be available.
