^e ;rti ,/p-;? <br />Resolution 82-65, entitled; "A.RESOLUTION URGING THE GENERAL ASSEMBLY OF <br />THE STATE OF OHIO TO ENACT SENATE BILL 148 WHICH WILL PERMIT THE PLEA OF <br />"GUILTY BUT MENTALLY ILL". Introduced by the Mayor and Council as a Whole. <br />Mr. Busa, seconded by Council President Spellman, made a motion to adopt <br />Resolution 82-65. <br />Council President Spellman asked if there was any discussion. <br />There was none. <br />Roll Call: AYES: Mrs. Bloom, Messrs., Busa, Flynn, Etzler and Spellman <br />NAYS: None <br />ABSTAIN: Mr. Carmen Motion Carried <br />Resolution Adopted <br />Mr. Carmen said he is not opposed to this resolution but he just has not <br />determined.it is the best solution to the problem of the innocent by reason <br />of.insanity plea. <br />Resolution 82-66, entitled; "A RESOLUTION URGING THE CONGRESS OF THE UNITED <br />STATES TO ENACT H.B. 4808 OR S.B. 1758, OR SIMILARLY WORKED JOINT LEGISLATION <br />FROM BOTH HOUSES OF THE CONGRESS, IN ORDER TO PROVIDE THAT THE VIDEO TAPING <br />OF COMMERCIAL PROGRAMS FOR NON-COMMERCIAL PURPOSES BE.EXEMPT FROM ANY PAYMENT <br />OF ROYALTIES.." Introduced by Councilman Fred N. Carmen. <br />Mr. Carmen explained he is in favor of this resolution because if any <br />problems occur, it would affect the consumer, not the companies who sell <br />the product. <br />Mr. Busa, seconded by Mrs. Bloom, made a motion to adopt Resolution 82-66. <br />Council President Spellman asked if there was any discussion. <br />There was none. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Ordinance 82-67, entitled; ":AN ORDINANCE GRANTING A WATER METER VAULT <br />EASEMENT TO THE CITY OF CLEVELAND FOR THE COMMUNITY CENTER AND DECLARING <br />AN EMERGENCY.." Introduced by the Mayor and Council as a Whole. <br />Mr. Carmen, seconded by Council President Spellman, made a motion to suspend <br />the rules of Council requiring an ordinance to be read on three separate occasions. <br />Council President Spellman asked if there were any comments for discussion.
