<br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Village of Mayf ield <br />July 27, 1982 <br />The Council of the Village of Mayf ield met in Special Session on Tuesday, <br />July 27, 1982 at 7:07 p.m. at the Village Hall. Council President, Michael <br />W. Spellman, presided. <br />Roll Call: Present: Messrs., Busa, Etzler, Flynn, Spellman, and Mrs. Bloom <br />Absent : Mrs. Hanus, Mr. Carmen <br />Also Present Were . Mayor.Beebe, Mr. Feneli,.Mrs. Ruggles, Mr. Toth and <br />Chief Stevens <br />Council President Spellman stated this meeting was called to discuss passage <br />of Ordinance 82-59 regarding Yefuse removal. <br />Mr. Feneli said he prepared this ordinance based_on the unanimous opinion of <br />Council at the last Council meeting. Council felt, for the reasons given in <br />the ordinance that Village Disposal was the lowest and best bidder with all <br />things taken into consideration.. He reminded.everyone that the agreement with <br />Village Disposal to continue service expires July 31st. <br />Ordinance 82-59, entitled; "AN ORDINANCE AWARDING A CONTRACT TO VILLAGE DISPOSAL <br />FOR RUBBISH REMOVAL AND DECLARING AN EMERGENCY." Introduced by the: Mayor and <br />Council as a Whole. <br />Council President Spellman, seconded by_Mr. Busa, made.a motion to suspend the <br />rules of Council requiring an ordinance to be read on three,separate occasions. <br />Council President Spellman asked if there was any discussion. <br />There was none. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Council President Spellman, seconded by Mrs. Bloom, made a motion to pass <br />Ordinance 82-59. <br />Council President Spellman.asked if there were any comments for discussion. <br />Mr. Busa questioned the "lowest and best" phrase in Section l, if it should <br />just read "best" and not."lowest and best".
