194 <br />Mr. Feneli explained it is understood that Village Disposal is not the <br />lowest bidder. The phrase "lowest and best" is used together as required <br />by our Charter and ordinance and there should be no problem. <br />Mr. Busa asked if the bid specif ications included the 5% raise that was <br />mentioned in the bid from Village Disposal. <br />Mr. Feneli explained that was a part of Village Dis'posals terms which was <br />included in the bid he submitted. <br />Council President Spellman stated the response from his Mayf ield Village <br />Town Survey showed an overwhelming majority were in favor of.Village Disposal <br />and there were very few complaints. <br />Mayor Beebe commented, having sent three prior surveys, all comments regarding <br />Village Disposal indicated.they were doing an excellent job, everyone was <br />pleased with their work. <br /> <br />Mr. Busa stated surveys he sent concurred with this also. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Passed <br /> <br />Ordinance 82-68, entitled; "AN ORDINANCE AMENDING SECTION 9 OF ORDINANCE 82-18, <br />REPEALING ALL ORDINANCES INCONSISTENT THEREWITH AND DECLARING AN EMERGENCY." <br />Introduced by the.Mayor and Council as a Whole. <br />Council President Spellman stated he and Mayor Beebe would like Councils <br />consideration of this ordinance which gives access to funds that were already <br />appropriated. <br />Mr. Toth explained why the original appropriations ordinance must be amended. <br />He said at a Finance Committee Meeting within the next month he will explain <br />how the process works; where you get the money, how.the monies come in, how <br />appropriations are made. He feels this will give everyone a clearer understanding. <br />Mr. Busa, seconded by Mr. Etzler, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Council President Spellman asked if there were any comments for discussion. <br />There were none. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />11 <br />Mr. Busa, seconded by Mr. Etzler, made a motion to pass Ordinance 82-68m
